1.
The
department
of
education
shall
establish
guidelines
3
for
school
districts
to
follow
regarding
submitting
an
4
application
for
certification
of
the
construction
or
renovation
5
of
an
elementary
or
secondary
public
school
building
to
the
6
United
States
green
building
council’s
leadership
in
energy
7
and
environmental
design
program.
The
guidelines
shall
8
provide
contact
information,
sample
applications,
examples
of
9
successful
construction
and
renovation
projects
undertaken
by
10
other
school
districts
in
this
state
and
the
costs
incurred
11
and
energy
savings
resulting
from
the
projects,
and
a
list
of
12
criteria
for
school
districts
to
consider
regarding
energy
13
efficiency
installations
and
upgrades.
The
guidelines
shall
be
14
posted
on
the
department’s
internet
site
and
updated
annually.

The
department
shall
by
rule
establish
and
publicize
a
16
recognition
program
for
school
districts
that
achieve
silver,
17
gold,
or
platinum
certification
pursuant
to
the
energy
and
18
environmental
design
program.

EXPLANATION
20
This
bill
requires
the
department
of
education
to
develop
21
guidelines
for
the
attainment
of
high-performance
certification
22
by
the
United
States
green
building
council’s
leadership
23
in
energy
and
environmental
design
program
applicable
to
24
elementary
and
secondary
public
school
buildings.
The
bill
25
states
that
the
guidelines
shall
provide
contact
information
26
for
the
council,
sample
applications,
examples
of
successful
27
construction
and
renovation
projects
undertaken
by
other
28
school
districts,
and
a
list
of
criteria
for
school
districts
29
to
consider
regarding
energy
efficiency
installations
and
30
upgrades.

The
bill
provides
that
the
department
shall
post
the
32
guidelines
on
the
department’s
internet
site
and
update
them
on
33
an
annual
basis.
The
bill
requires
the
department
to
establish

and
publicize
a
recognition
program
for
school
districts
that
