H.F. 309 Section 1. Section 260C.14, subsection 14, Code 2013, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . c. Adopt rules to classify as a resident, 3 for purposes of tuition and mandatory fees, a person who meets 4 the following criteria: 5 (1) Attended an accredited school in this state for at least 6 four consecutive years as of the date the person graduated from 7 an accredited Iowa high school. 8 (2) While a resident of this state in a previous year, 9 was enrolled in, and classified as a resident for purposes of 10 tuition and mandatory fees by, an Iowa community college or an 11 institution of higher learning governed by the state board of 12 regents. 13 Sec. 2. Section 262.9, subsection 17, Code 2013, is amended 14 by adding the following new paragraph: 15 NEW PARAGRAPH . c. Adopt rules to classify as a resident, 16 for purposes of undergraduate tuition and mandatory fees, a 17 person who meets the following criteria: 18 (1) Attended an accredited school in this state for at least 19 four consecutive years as of the date the person graduated from 20 an accredited Iowa high school. 21 (2) While a resident of this state in a previous year, 22 was enrolled in, and classified as a resident for purposes of 23 tuition and mandatory fees by, an Iowa community college or an 24 institution of higher learning governed by the state board. 25 EXPLANATION 26 This bill requires community colleges and the state 27 board of regents to classify as a resident for purposes of 28 undergraduate tuition and mandatory fees a person who either 29 attended an accredited school in this state for at least four 30 consecutive years as of the date the person graduated from 31 an accredited Iowa high school or, while a resident of this 32 state in a previous year, was enrolled in, and classified as a 33 resident for purposes of tuition and mandatory fees by, an Iowa 34 community college or an institution of higher learning governed 35 -1- LSB 2309YH (2) 85 kh/sc 1/ 2
