H.F. 269 Section 1. Section 267A.2, subsection 4, Code 2013, is 1 amended to read as follows: 2 4. “Fund” means the local food and farm program innovation 3 fund created in section 267A.5 . 4 Sec. 2. Section 267A.5, Code 2013, is amended to read as 5 follows: 6 267A.5 Local food and farm program innovation fund —— 7 creation . 8 A local food and farm program innovation fund is created in 9 the state treasury under the control of the department. The 10 fund is separate from the general fund of the state. The fund 11 is composed of moneys appropriated by the general assembly and 12 moneys available to and obtained or accepted by the local food 13 and farm program from the United States government or private 14 sources for placement in the fund. Moneys in the fund shall 15 be used to carry out the purpose and goals of this chapter 16 as provided in section 267A.1 , including but not limited to 17 administering the local food and farm program as provided in 18 section 267A.6 . At least fifty percent of moneys appropriated 19 to the fund each fiscal year, as provided in section 267A.5A, 20 shall be used to create opportunities for participation in the 21 local food and farm program by beginning farmers as defined in 22 section 175.2. The fund shall be managed by the department in 23 consultation with the local food and farm coordinator, under 24 the supervision of the local food and farm program council. 25 Sec. 3. NEW SECTION . 267A.5A Local food and farm innovation 26 fund —— appropriation. 27 Each fiscal year, there is appropriated from the general 28 fund of the state for deposit in the local food and farm 29 innovation fund created pursuant to section 267A.5, up to 30 two hundred fifty thousand dollars. The appropriation of 31 each dollar in this section is contingent upon a dollar match 32 contributed to the fund by a private person. 33 EXPLANATION 34 CURRENT LAW. During its 2011 session, the general assembly 35 -1- LSB 1190HH (5) 85 da/rj 1/ 2

H.F. 269 enacted SF 509 (2011 Iowa Acts, chapter 128) which in part 1 established a local food and farm program fund within the 2 department of agriculture and land stewardship to support an 3 initiative to improve communication and cooperation between 4 and among farmers, food entrepreneurs, and consumers; and to 5 foster coordination between and among government agencies, 6 public universities and community colleges, organizations, and 7 private-sector firms working on local food and farm-related 8 issues. 9 BILL. This bill changes the name of the local food and 10 farm program fund to the local food and farm innovation 11 fund and each fiscal year appropriates up to $250,000 to the 12 fund contingent upon each dollar appropriated to the fund 13 being matched with a dollar from a private contribution. 14 Fifty percent of moneys in the fund originating from the 15 appropriation must be used to assist participation by beginning 16 farmers in the local food and farm program. 17 -2- LSB 1190HH (5) 85 da/rj 2/ 2
