Section
1.
WIRELESS
COMMUNICATION
MAPPING
SURVEY.
The
1
economic
development
authority,
with
the
assistance
of
the
2
utilities
board
of
the
utilities
division
of
the
department
3
of
commerce,
shall
conduct
a
wireless
communication
mapping
4
survey.
For
purposes
of
this
section,
“wireless
communication”
5
means
communication
pursuant
to
a
mobile
or
cellular
telephone
6
apparatus
or
device.
The
objectives
of
the
survey
shall
be
7
to
identify
on
a
statewide
basis
areas
of
current
wireless
8
communication
service
coverage
and
to
ascertain
areas
9
throughout
the
state
where
wireless
communication
service
is
10
either
nonexistent
or
where
signal
strength
and
reliability
11
is
inconsistent
or
subject
to
interruption.
Based
upon
12
the
results
of
the
survey,
the
authority
shall
develop
13
recommendations
for
expanding
and
improving
coverage
in
those
14
areas
identified
as
requiring
such
expansion
and
improvement.

In
conducting
the
survey
and
developing
recommendations,
16
the
authority
and
the
board
shall
enlist
the
assistance
of
17
telecommunications
service
providers
of
varying
sizes
and
18
with
varying
numbers
of
customers
currently
operating
within
19
this
state.
The
authority
shall
submit
a
report
to
the
20
general
assembly
regarding
the
results
of
the
survey
and
21
recommendations
by
January
1,
2014.

EXPLANATION
23
This
bill
directs
the
economic
development
authority,
24
with
the
assistance
of
the
Iowa
utilities
board,
to
conduct
25
a
wireless
communication
mapping
survey.
The
bill
defines
26
“wireless
communication”
to
refer
to
communication
pursuant
to
27
a
mobile
or
cellular
telephone
apparatus
or
device.
The
bill
28
states
that
the
objectives
of
the
survey
are
to
identify
on
a
29
statewide
basis
areas
of
current
wireless
communication
service
30
coverage
and
to
ascertain
areas
throughout
the
state
where
31
wireless
communication
service
is
either
nonexistent
or
where
32
signal
strength
and
reliability
is
inconsistent
or
subject
to
33
interruption.
Based
upon
the

of
the
survey,
the
bill
