H.F. 2380 Section 1. CHILD CARE ASSISTANCE ELIGIBILITY PILOT PROJECT. 1 1. The department of human services shall implement a pilot 2 project in Hamilton, Lee, Pottawattamie, and Scott counties 3 for the fiscal year beginning July 1, 2014. Under the pilot 4 project, for persons residing in the pilot project counties, 5 the department shall apply revised requirements to authorize 6 eligibility for the state child care assistance program for the 7 following families who meet the program’s other eligibility 8 requirements: 9 a. Families with an income at or below 100 percent of the 10 federal poverty level whose members, for at least 28 hours 11 per week in the aggregate, are employed or are participating 12 at a satisfactory level in an approved training program or 13 educational program. 14 b. Families with an income of more than 100 percent but 15 not more than 145 percent of the federal poverty level whose 16 members, for at least 28 hours per week in the aggregate, are 17 employed or are participating at a satisfactory level in an 18 approved training program or educational program. 19 2. The department shall report to the governor and general 20 assembly in January 2015 concerning the pilot project. The 21 department shall consult with participating families, community 22 colleges, united way agencies, and other stakeholders in 23 developing the report. The information in the report shall 24 provide findings and recommendations and shall include but 25 is not limited to an analysis of the fiscal effect on the 26 program of applying the revised requirements, the effect 27 of the revised requirements on the current net income and 28 potential future income of the families utilizing the revised 29 eligibility requirements, and the effect of applying the 30 revised eligibility requirements on a statewide basis. 31 EXPLANATION 32 The inclusion of this explanation does not constitute agreement with 33 the explanation’s substance by the members of the general assembly. 34 This bill provides for a pilot project for state child care 35 -1- LSB 5642HV (2) 85 jp/nh 1/ 2
H.F. 2380 assistance program eligibility requirements. The program is 1 to be administered by the department of human services. In 2 the four pilot project counties (Hamilton, Lee, Pottawattamie, 3 and Scott), the program’s eligibility requirements based 4 upon income and employment for at least 28 hours per week or 5 participation in an educational program are revised for two 6 income eligibility groups. 7 The 28-hour-per-week employment requirement is revised to 8 apply to a combination of employment and participation at a 9 satisfactory level in an approved training or education program 10 for 28 hours per week in the aggregate. 11 -2- LSB 5642HV (2) 85 jp/nh 2/ 2
