1.
PROFESSIONAL
LICENSING
LEGISLATIVE
INTERIM

COMMITTEE.

1.
The
legislative
council
is
requested
to
establish
a
3
legislative
interim
committee
composed
of
five
members
of
the
4
house
of
representatives
and
five
members
of
the
senate
to
meet
5
during
the
2014
legislative
interim,
to
study
professional
6
licenses
administered
or
supervised
by
the
department
of
public
7
health’s
professional
licensure
division.
8
2.
The
committee
shall
work
in
conjunction
with
the
9
department
of
public
health
to
conduct
a
study
of
professional
10
licenses
and
evaluate
the
effects
of
such
licensing
on
the
11
economy
and
on
public
health
and
safety.
The
scope
of
the
12
evaluation
pursuant
to
this
section
is
limited
to
licenses
13
regulated
by
a
board
receiving
administrative
and
clerical
14
support
from
the
department
of
public
health’s
professional
15
licensure
division
pursuant
to
section
135.11A.
The
study
16
shall
include
all
of
the
following:
17
a.
Identification
of
all
professional
licenses,
18
registrations,
and
certifications
administered
or
supported
19
by
the
department
of
public
health’s
professional
licensure
20
division.

b.
A
review
of
all
regulations
and
continuing
education
22
requirements
for
each
license,
registration,
or
certification
23
and
a
comparison
of
those
regulations
and
requirements
to
other
24
states’
regulations
and
requirements
for
similar
professions.
25
c.
An
evaluation
of
whether
the
requirements
and
26
regulations
for
each
profession
are
important
in
protecting
27
public
health
and
safety
or
whether
the
requirements
and
28
regulations
are
intended
to
address
other
issues.

d.
A
determination
of
whether
the
requirements
and
30
regulations
pertain
to
all
licensees
within
the
profession
31
or
whether
any
licensees
are
exempt
from
the
requirements
or
32
regulations,
as
well
as
an
evaluation
of
the
possible
reasons
33
for
any
exemptions
or
exceptions.

A
determination

The
committee
shall
submit
its
findings
and
12
recommendations
to
the
general
assembly
by
January
15,
2015.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requests
the
legislative
council
to
establish
a
17
legislative
interim
committee
to
study
professional
licenses
18
administered
or
supervised
by
the
department
of
public
health’s
19
professional
licensure
division
and
the
regulations
and
20
requirements
for
those
licenses.
21
The
bill
directs
the
committee
to
work
with
the
Iowa
22
department
of
public
health
(IDPH)
to
conduct
a
study
of
23
professional
licenses
to
evaluate
the
effects
of
licensing
on
24
the
economy
and
on
public
health
and
safety.
The
evaluation
25
is
limited
to
licenses
regulated
by
a
board
receiving
26
administrative
and
clerical
support
from
IDPH’s
professional
27
licensure
division.
The
bill
states
that
the
study
must
28
include
all
of
the
following:
the
identification
of
all
29
professional
licenses,
registrations,
and
certifications
30
administered
or
supervised
by
IDPH’s
professional
licensure
31
division;
a
review
of
regulations
and
training
requirements

for
each
license,
registration,
or
certification
and
a
33
comparison
to
other
states;
an
evaluation
of
the
rationale

for
the
requirements
and
regulations
for
each
professional

exceptions
or
exemptions
from
regulations

requirements
for
professional
licensure;
a
determination

the
hardship
of
regulations

requirements
for
professional
licensure,
or
the
5
elimination
of
certain
professional
licenses,
registrations,
6
or
certifications.

The
bill
directs
the
committee
to
submit
its
