1.
NEW
SECTION
.
169.21
Spay
and
neuter
fund.

1.
A
spay
and
neuter
fund
is
created
in
the
state
treasury
2
under
the
control
of
the
Iowa
board
of
veterinary
medicine.

2.
Moneys
in
the
fund
shall
be
used
to
plan,
develop,
4
implement,
administer,
and
evaluate
a
statewide
strategy
for
5
the
humane
control
of
dog
and
cat
populations,
including
by
6
supporting
the
increased
use
of
spaying
and
neutering.

3.
The
fund
consists
of
moneys
appropriated
to
the
fund
by
8
the
general
assembly
and
other
moneys
available
to
and
obtained
9
or
accepted
by
the
board
from
public
or
private
sources.

4.
a.
Notwithstanding
section
12C.7,
interest
or
earnings
11
on
moneys
in
the
fund
shall
be
credited
to
the
fund.

b.
Notwithstanding
section
8.33,
moneys
credited
to
the
fund

that
remain
unexpended
or
unobligated
at
the
end
of
a
fiscal

year
shall
not
revert
to
any
other
fund.

Moneys
in
the
fund
are
appropriated
to
the
board
and

shall
be
used
exclusively
to
carry
out
the
provisions
of
this

as
determined
and
directed
by
the

is
appropriated
from

the
general
fund
of
the
state
to
the
Iowa
board
of
veterinary

medicine
for
the
fiscal
year
beginning

ending

2015,
the

amount,
or
so
much
thereof
as
is

necessary,
to
be
used
for
the
purposes
designated:
