1.
There
is
appropriated
from
the
general
fund
of
the

state
to
the
department
of
human
services
for
the
fiscal
year
4
beginning
July
1,
2014,
and
ending
June
30,
2015,
the
following
5
amount,
or
so
much
thereof
as
is
necessary,
to
be
used
for
the
6
purposes
designated:

the
public
purpose
of
providing
grants
to
community

mental
health
centers
in
accordance
with
this
section:

The
appropriation
made
in
subsection
1
shall
be

distributed
as
grants
of
$100,000
each
to
the
nonprofit

community
mental
health
centers
designated
by
the
department
13
under
chapter
230A
as
of
January
1,
2014.
The
grants
shall
14
be
used
by
the
centers
for
the
costs
of
implementing
an
15
electronic
health
record
system.
The
electronic
health
record
16
systems
implemented
pursuant
to
a
grant
under
this
section
17
shall
comply
with
the
electronic
health
information
provisions
18
implemented
pursuant
to
section
135.156
and
with
the
mental
19
health
and
disabilities
services
system
central
data
repository
20
implemented
pursuant
to
section
225C.6A
and
other
data
21
requirements
under
chapter
225C.
Each
recipient
of
a
grant
22
under
this
section
shall
have
the
electronic
health
record
23
system
fully
operational
on
or
before
July
1,
2018.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
26
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
makes
an
appropriation
from
the
general
fund
of
the
28
state
to
the
department
of
human
services
to
provide
grants
to
29
the
nonprofit
community
mental
health
centers
designated
by
the
30
department
as
of
January
1,
2014.
The
amount
of
each
grant
is
31
$100,000
and
the
grants
are
to
be
used
by
the
centers
for
the
32
costs
of
implementing
an
electronic
health
record
system.
33
The
electronic
health
record
systems
shall
be
compatible
34
with
the
electronic
health
information
provisions
implemented
