H.F. 2271 Section 1. Section 257.11, subsection 7, paragraph a, 1 subparagraph (1), Code 2014, is amended to read as follows: 2 (1) In order to provide additional funding to increase 3 student opportunities and redirect more resources to student 4 programming for school districts that share operational 5 functions, a supplementary weighting of two hundredths per 6 pupil shall be assigned to pupils enrolled in a district that 7 shares with a political subdivision one or more operational 8 functions of a curriculum director, school administration 9 manager, social worker, school nurse, school counselor, or 10 school librarian, or one or more operational functions in the 11 areas of superintendent management, business management, human 12 resources, transportation, or operation and maintenance for at 13 least twenty percent of the school year shall be assigned a 14 supplementary weighting for each shared operational function . 15 A school district that shares an operational function in 16 the area of superintendent management shall be assigned a 17 supplementary weighting of eight pupils for the function. A 18 school district that shares an operational function in the area 19 of business management, human resources, transportation, or 20 operation and maintenance shall be assigned a supplementary 21 weighting of five pupils for the function. A school district 22 that shares the operational functions of a curriculum director 23 or a school counselor shall be assigned a supplementary 24 weighting of three pupils for the function. The additional 25 weighting shall be assigned for each discrete operational 26 function shared. However, a school district may receive the 27 additional weighting under this subsection for sharing the 28 services of an individual with a political subdivision even if 29 the type of operational function performed by the individual 30 for the school district and the type of operational function 31 performed by the individual for the political subdivision are 32 not the same operational function, so long as both operational 33 functions are eligible for weighting under this subsection. H.F. 2271 weighting for the type of operational function that the 1 individual performs for the school district, and the school 2 district shall not receive additional weighting for any other 3 function performed by the individual. The operational function 4 sharing arrangement does not need to be a newly implemented 5 sharing arrangement to receive supplementary weighting under 6 this subsection . However, to receive supplementary weighting 7 under this subsection for an ongoing operational function 8 sharing arrangement that began before July 1, 2014, the 9 district shall submit information to the department documenting 10 the cost savings directly attributable to the shared 11 operational functions and describe the district’s consideration 12 of additional shared operational functions. 13 Sec. 2. Section 257.11, subsection 7, paragraphs c and d, 14 Code 2014, are amended to read as follows: 15 c. Supplementary weighting pursuant to this subsection 16 shall be available to a school district for a maximum of 17 five years during the period commencing with the budget year 18 beginning July 1, 2014, through the budget year beginning July 19 1, 2019. The minimum amount of additional weighting for which 20 a school district shall be eligible is an amount equivalent to 21 ten additional pupils, and the maximum amount of additional 22 weighting for which a school district shall be eligible is 23 an amount equivalent to forty additional pupils. Receipt of 24 supplementary weighting by a school district pursuant to this 25 subsection for more than one year shall be contingent upon 26 the annual submission of information by the district to the 27 department documenting cost savings directly attributable to 28 the shared operational functions. Criteria for determining 29 the number of years for which supplementary weighting shall 30 be received pursuant to this subsection , subject to the 31 five-year maximum, and for determining qualification of 32 operational functions for supplementary weighting shall be 33 determined by the department by rule, through consideration of 34 long-term savings by the school district or increased student 35 -2- LSB 5729HV (2) 85 md/sc 2/ 5

Supplementary weighting pursuant to this subsection 2 shall be available to an area education agency for a maximum of 3 five years during the period commencing with the budget year 4 beginning July 1, 2014, through the budget year beginning July 5 1, 2019. However, in lieu of the amount of weighting provided 6 to school districts for shared operational functions under 7 paragraph “a” , a supplementary weighting of two hundredths per 8 pupil shall be assigned to each pupil within the area served by 9 the area education agency. The minimum amount of additional 10 funding for which an area education agency shall be eligible is 11 fifty thousand dollars, and the maximum amount of additional 12 funding for which an area education agency shall be eligible 13 is two hundred thousand dollars. The department of management 14 shall annually set a weighting for each area education agency 15 to generate the approved operational sharing expense using the 16 area education agency’s special education cost per pupil amount 17 and foundation level. Receipt of supplementary weighting 18 by an area education agency for more than one year shall be 19 contingent upon the annual submission of information by the 20 district to the department documenting cost savings directly 21 attributable to the shared operational functions. Criteria 22 for determining the number of years for which supplementary 23 weighting shall be received pursuant to this subsection , 24 subject to the five-year maximum, and the amount generated by 25 the supplementary weighting, and for determining qualification 26 of operational functions for supplementary weighting shall be 27 determined by the department by rule, through consideration of 28 long-term savings by the area education agency or increased 29 student opportunities. 30 Sec. 3. EFFECTIVE UPON ENACTMENT. H.F. 2271 Code section 257.11(7), enacted in 2013 Iowa Acts, ch 65 1 (HF 472), established supplementary weighting of 0.02 per 2 pupil for school districts and area education agencies that 3 share with a political subdivision one or more operational 4 functions of a curriculum director, school administration 5 manager, social worker, school nurse, school counselor, or 6 school librarian, or one or more operational functions in the 7 areas of superintendent management, business management, human 8 resources, transportation, or operation and maintenance for at 9 least 20 percent of the school year. The additional weighting 10 is assigned for each discrete operational function shared. The 11 supplementary weighting is available to a school district for 12 a maximum of five years during the period commencing with the 13 budget year beginning July 1, 2014, through the budget year 14 beginning July 1, 2019. Code section 257.11(7) establishes a 15 minimum amount and a maximum amount of additional weighting 16 for which a school district or area education agency may be 17 eligible. 18 This bill strikes school administration manager, social 19 worker, school nurse, and school librarian from the list of 20 operational functions for which supplementary weighting is 21 provided to school districts and area education agencies. 22 The bill also strikes the 0.02 per pupil supplementary 23 weighting for school districts and establishes an additional 24 weighting for each shared operational function of the school 25 district based on the type of operational function. A school 26 district that shares an operational function in the area of 27 superintendent management shall be assigned a supplementary 28 weighting of eight pupils. A school district that shares 29 an operational function in the area of business management, 30 human resources, transportation, or operation and maintenance 31 shall be assigned a supplementary weighting of five pupils. 32 A school district that shares the operational functions of a 33 curriculum director or a school counselor shall be assigned a 34 supplementary weighting of three pupils. 35 -4- LSB 5729HV (2) 85 md/sc 4/ 5
H.F. 2271 The bill also provides that a school district may receive 1 the additional weighting for sharing the services of an 2 individual with a political subdivision even if the type of 3 operational function performed by the individual for the school 4 district and the type of operational function performed by 5 the individual for the political subdivision are not the same 6 operational function, so long as both operational functions 7 are eligible for weighting under the bill. In such case, the 8 school district shall be assigned the additional weighting for 9 the type of operational function that the individual performs 10 for the school district, and the school district shall not 11 receive additional weighting for any other function performed 12 by the individual. 13 The bill also strikes the minimum and maximum amounts 14 of additional weighting for which a school district may be 15 eligible and language relating to ongoing operational function 16 sharing agreements that began before July 1, 2014. 17 The bill retains the 0.02 per pupil supplementary weighting 18 provided to area education agencies.
