1.
Section
256.9,
subsection
63,
paragraph
b,
Code

2014,
is
amended
to
read
as
follows:

b.
Develop
and
implement
in
collaboration
with
education
3
stakeholders,
subject
to
an
appropriation
of
funds
by
4
the
general
assembly,
a
coaching
and
support
system
for
5
administrators
.
The
coaching
and
support
system
shall
6
be
aligned
with
the
beginning
administrator
mentoring
and
7
induction
program
created
pursuant
to
section
284A.5
and
shall
8
also
be
designed
to
support
administrators
in
school
districts
9
approved
to
implement
the
framework
and
comparable
systems
set
10
forth
pursuant
to
sections
284.15,
284.16,
and
284.17
.
For
the
11
fiscal
year
beginning
July
1,
2017,
and
each
subsequent
fiscal
12
year,
the
coaching
and
support
system
for
administrators
shall
13
be
available
to
any
school
district
whether
or
not
the
district
14
has
been
approved
to
implement
the
framework
and
comparable
15
systems
set
forth
pursuant
to
sections
284.15,
284.16,
and
16
284.17.

Sec.
2.
Section
284A.2,
subsection
1,
Code
2014,
is
amended
18
to
read
as
follows:

1.
“Administrator”
means
an
individual
holding
a
20
professional
administrator
license
issued
under
chapter
272
21
who
is
employed
in
a
school
district
administrative
position
22
by
a
school
district
or
area
education
agency
pursuant
to
23
a
contract
issued
by
a
board
of
directors
under
section
24
279.23
and
is
engaged
in
instructional
leadership.
An
25
administrator
may
be
employed
in
both
an
administrative
and
a
26
nonadministrative
position
by
a
board
of
directors
and
shall
27
be
considered
a
part-time
administrator
for
the
portion
of
28
time
that
the
individual
is
employed
in
an
administrative
29
position.
“Administrator”
does
not
include
assistant
principals
30
or
assistant
superintendents.

This
bill
relates
to
the
administrator
quality
program

providing
that
the
term
“administrator”,
for
purposes
of
1
the
program,
may
include
assistant
principals
and
assistant
2
superintendents.
The
bill
expands
and
modifies
a
requirement
3
that
the
director
of
the
department
of
education
establish
4
a
coaching
and
support
system
for
administrators
in
school
5
districts
that
is
aligned
with
the
Iowa
standards
for
6
administrators.
The
bill
makes
the
requirement
contingent
on
7
an
appropriation
by
the
general
assembly,
and
adds
that
the
8
system
must
also
be
designed
in
collaboration
with
education
9
stakeholders
to
support
administrators
in
school
districts
that
10
are
implementing
approved
career
path,
leadership
roles,
and
11
compensation
frameworks
or
comparable
systems
for
teachers.

The
bill
requires
that
the
system
by
made
available
to
any
13
school
district
beginning
July
1,
2017.
