who

veteran.

grant
preference
in
hiring

promotion
to
the
spouse
of
a
veteran
who
has
sustained

a
permanent,
compensable
service-connected
disability
as

adjudicated
by
the
United
States
veterans
administration
or
by

the
retirement
board
of
one
of
the
armed
forces
of
the
United

States.

A
private
employer
may
grant
preference
in
hiring
and

promotion
to
the
surviving
spouse
of
a
deceased
member
of
the
12
United
States
armed
forces
who
died
while
serving
on
active
13
duty
during
a
time
of
military
conflict
or
who
died
as
a
result
14
of
such
service.

3.
Granting
a
hiring
or
promotion
preference
under
this
16
section
does
not
violate
any
state
law
or
local
ordinance

regarding
equal
employment
opportunity,
including
but
not
18
limited
to
chapter
216.

The
hiring
and
promotion
preferences
allowable

under
this
section
shall
only
be
granted
if
consistent
with
21
applicable
federal
laws
and
regulations.

EXPLANATION
23
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
24
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
allows
private
employers
to
grant
a
preference
in
26
hiring
and
promotion
to
veterans
and
certain
veterans’
spouses.
27
The
bill
specifically
permits
private
employers
to
grant
28
a
preference
in
hiring
and
promotion
to
veterans
as
defined
29
in
the
Iowa
department
of
veterans
affairs
law.
Private
30
employers
are
also
allowed
to
grant
such
preferences
to
the
31
spouse
of
a
veteran
who
has
sustained
a
permanent,
compensable
32
service-connected
disability
as
adjudicated
by
the
United
33
States
veterans
administration
or
by
the
retirement
board
of
34
one
of
the
armed
forces
of
the
United
States.
These
employers

such
preferences
to
the

a
