1.
Section
35D.1,
subsection
1,
Code
2014,
is

amended
to
read
as
follows:

1.
The
Iowa
veterans
home,
located
in
Marshalltown,
shall
3
be
maintained
as
a
long-term
health
care
facility
providing
4
nursing
and
residential
levels
of
care
for
honorably
discharged
5
veterans
and
their
dependent
spouses,
surviving
spouses
6
of
honorably
discharged
veterans,
and
gold
star
parents.
7
Eligibility
requirements
for
admission
to
the
Iowa
veterans
8
home
shall
coincide
with
the
eligibility
requirements
for
9
care
and
treatment
in
a
United
States
department
of
veterans
10
affairs
facility
pursuant
to
38
U.S.C.
§
1710,
and
regulations
11
promulgated
under
that
section,
as
amended.
For
the
purposes
12
of
this
subsection
,
“gold
star
parent”
means
a
parent
of
a
13
deceased
member
of
the
United
States
armed
forces
who
died
14
while
serving
on
active
performing
military
duty
during
a
time
15
of
military
conflict
,
as
defined
in
section
29A.1,
subsection
16
3,
8,
or
12,
or
who
died
as
a
result
of
such
service.

Section
321.34,
subsection
24,
Code
2014,
is
amended

to
read
as
follows:

24.
Gold
star
plates.
An
owner
referred
to
in
subsection
20
12
who
is
the
surviving
spouse,
parent,
child,
or
sibling
21
of
a
deceased
member
of
the
United
States
armed
forces
who
22
died
while
serving
on
active
performing
military
duty
during
23
a
time
of
military
conflict
,
as
defined
in
section
29A.1,
24
subsection
3,
8,
or
12,
or
who
died
as
a
result
of
such
service
25
may
order
special
registration
plates
bearing
a
gold
star
26
emblem
upon
written
application
to
the
department
accompanied
27
by
satisfactory
supporting
documentation
as
determined
by
28
the
department.
The
gold
star
emblem
shall
be
designed
29
by
the
department
in
cooperation
with
the
commission
of
30
veterans
affairs.
The
special
plate
fees
collected
by
the
31
director
under
subsection
12
,
paragraphs
“a”
and
“c”
,
from
the
32
issuance
and
annual
validation
of
letter-number
designated
and
33
personalized
gold
star
plates
shall
be
paid
monthly
to
the
34
treasurer
of
state
and
deposited
in
the
road
use
tax
fund.
The

treasurer
of
state
shall
transfer
monthly
from
the
statutory

allocations
fund
created
under
section
321.145,
subsection
2
,

to
the
veterans
license
fee
fund
created
in
section
35A.11

the
amount
of
the
special
fees
collected
under
subsection
12
,
4
paragraph
“a”
,
in
the
previous
month
for
gold
star
plates.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
7
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
definition
of
gold
star
parents
9
of
members
of
United
States
armed
forces
for
the
purposes
of
10
admission
to
the
Iowa
veterans
home
and
for
the
issuance
of
11
gold
star
vehicle
registration
plates.

Under
current
law,
gold
star
parents
are
the
parents
of
13
members
of
the
United
States
armed
forces
who
died
while
14
on
active
duty
during
a
time
of
military
conflict
or
as
a
15
result
of
such
service.
The
bill
modifies
the
definition
to
16
also
include
the
parents
of
members
of
United
States
armed
17
forces
who
died
while
serving
on
federal
active
duty,
state
18
active
duty,
or
on
national
guard
duty,
or
as
a
result
of
such
19
service.
