Exceptions.

The
provisions
of
this
chapter
governing
size,
weight,
and

load
,
and
the
permit
requirements
of
chapter
321E
do
not
apply

to
fire
apparatus;
road
maintenance
equipment
owned
by,
under
6
lease
to,
or
used
in
the
performance
of
a
contract
with
any
7
state
or
local
authority;
or
to
implements
of
husbandry
when
8
moved
or
moving
upon
a
highway
,
except
for
those
implements
of
9
husbandry
moved
or
moving
on
any
that
is
not
a
portion
of
the
10
interstate
;
and
or
equipment
used
primarily
for
construction
11
of
permanent
conservation
practices
on
agricultural
land
when
12
moved
or
moving
upon
a
highway
that
is
not
a
portion
of
the
13
interstate,
except
as
provided
in
sections
321.463
,
321.471
,
14
and
321.474
.
A
vehicle
,
that
is
carrying
an
implement
of
15
husbandry
,
which
or
equipment
used
primarily
for
construction
16
of
permanent
conservation
practices
and
is
exempted
from
the
17
permit
requirements
under
this
section
shall
be
equipped
18
with
an
amber
flashing
light
visible
from
the
rear.
If
the
19
amber
flashing
light
is
obstructed
by
the
loaded
implement
or
20
equipment
,
the
loaded
implement
or
equipment
shall
also
be
21
equipped
with
and
display
an
amber
flashing
light.
The
vehicle
22
shall
also
be
equipped
with
warning
flags
on
that
portion
of
23
the
vehicle
which
protrudes
into
oncoming
traffic,
and
shall
24
only
operate
from
thirty
minutes
prior
to
sunrise
to
thirty
25
minutes
following
sunset.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
28
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Under
current
law,
Code
provisions
governing
the
size,
30
weight,
and
load
of
vehicles
and
the
permit
requirements
for
31
oversize
and
overweight
vehicles
do
not
apply
to
certain
32
equipment,
including
implements
of
husbandry
moved
or
moving
33
upon
the
highway.
The
exemption
does
not
apply
to
vehicles
on
34
an
interstate
highway,
and
the
exemption
is
subject
to
certain
35

restrictions
that
may
be
imposed
by
state
or
local
authorities
1
in
specific
situations.
This
bill
allows
the
same
exemption
2
for
equipment
used
primarily
for
construction
of
permanent
3
conservation
practices
on
agricultural
land.
A
vehicle
4
carrying
such
equipment
must
be
equipped
with
an
amber
flashing
5
light
visible
from
the
rear,
and
if
the
amber
flashing
light
6
is
obstructed
by
the
loaded
equipment,
the
equipment
must
also
7
display
an
amber
flashing
light.
Warning
flags
are
required
8
on
the
portion
of
the
vehicle
that
protrudes
into
oncoming
9
traffic,
and
the
vehicle
may
only
be
operated
from
30
minutes
10
prior
to
sunrise
to
30
minutes
following
sunset.
11
The
bill
does
not
limit
the
ability
of
state
or
local
12
authorities
to
impose
restrictions
on
the
movement
of
13
equipment
used
primarily
for
construction
of
permanent
14
conservation
practices
for
limited
periods
of
time
when
special
15
circumstances
exist.
