476.46,
subsection
1,
Code
2014,
is

amended
to
read
as
follows:

The
Iowa
energy
center
created
under
section
266.39C

shall
establish
and
administer
an
alternate
energy
revolving

loan
program
to
encourage
the
development
of
alternate
energy
5
production
facilities
and
small
hydro
facilities
within
6
the
state
and
to
encourage
and
facilitate
energy
efficiency
7
investments
by
public
entities
in
this
state
.
For
the
purposes
8
of
this
section,
“public
entities”
means
the
state,
state
9
agencies,
cities,
counties,
townships,
and
school
districts.

2.
Section
476.46,
subsection
2,
paragraph
c,
Code

2014,
is
amended
to
read
as
follows:

c.
Moneys
in
the
fund
shall
be
used
to
provide
loans
or

facilitate
loans
from
other
sources
for
the
construction

of
alternate
energy
production
facilities
or
small
hydro
15
facilities
,
as
defined
in
section
476.42
,
and
for
energy
16
efficiency
installations
or
improvements
in
connection
with
17
the
construction
or
rehabilitation
of
public
buildings
owned
18
or
leased
by
public
entities
.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
21
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
alternate
energy
revolving
loan
23
program
established
in
Code
section
476.46.
24
Currently,
the
objective
of
the
alternate
energy
loan
25
program
is
to
encourage
the
development
of
alternate
energy
26
production
facilities
and
small
hydro
facilities
within
the
27
state
through
the
provision
of
loans
for
the
construction
28
of
such
facilities.
The
bill
provides
that
an
additional
29
objective
of
the
program
shall
be
to
encourage
and
facilitate
30
energy
efficiency
investments
by
public
entities
in
Iowa
31
by
making
or
facilitating
loans
for
energy
efficiency
32
installations
or
improvements
in
connection
with
the
33
construction
or
rehabilitation
of
public
buildings
owned
or
34
leased
by
public
entities.
The
bill
defines
“public
entities”
