Section
1.
Section
692A.104,
Code
2014,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
1A.
A
sex
offender,
at
the
time
of
initial
3
registration,
shall
also
appear
one
time
in
person
to
register
4
with
the
sheriff
in
the
county
where
the
sex
offense
requiring
5
registration
occurred,
if
not
required
to
register
for
another
6
purpose
in
that
county,
within
five
days
of
being
required
to
7
register
under
section
692A.103.

inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
sex
offenders
registering
in
the
county
12
where
the
sex
offense
requiring
registration
occurred.
13
The
bill
requires
a
sex
offender,
at
the
time
of
initial
14
registration,
to
appear
in
person
one
time
to
register
with
15
the
sheriff
in
the
county
where
the
sex
offense
requiring
16
registration
occurred,
if
not
required
to
register
for
another
17
purpose
in
that
county,
within
five
days
of
being
required
to
18
register.

A
sex
offender
who
violates
the
bill
commits
an
aggravated
20
misdemeanor
for
a
first
offense
and
a
class
“D”
felony
for
21
a
second
or
subsequent
offense.
If
a
sex
offender,
while
22
in
violation
of
the
registration
requirement
under
the
bill,
23
commits
an
aggravated
offense
against
a
minor,
a
sex
offense
24
against
a
minor,
or
a
sexually
violent
offense,
is
guilty
of
25
a
class
“C”
felony.
A
sex
offender
is
also
prohibited
from
26
receiving
a
deferred
judgment
or
sentence
for
a
violation
of
27
the
bill.
28
An
aggravated
misdemeanor
is
punishable
by
confinement
for
29
no
more
than
two
years
and
a
fine
of
at
least
$625
but
not
more
30
than
$6,250.
A
class
“D”
felony
is
punishable
by
confinement
31
for
no
more
than
five
years
and
a
fine
of
at
least
$750
but
32
not
more
than
$7,500.
A
class
“C”
felony
is
punishable
by
33
confinement
for
no
more
than
10
years
and
a
fine
of
at
least
34
$1,000
but
not
more
than
$10,000.
