H.F. 2103 Section 1. Section 257.11, subsection 7, paragraph a, 1 subparagraph (1), Code 2014, is amended to read as follows: 2 (1) In order to provide additional funding to increase 3 student opportunities and redirect more resources to student 4 programming for school districts that share operational 5 functions, a supplementary weighting of two hundredths per 6 pupil shall be assigned to pupils enrolled in a district that 7 shares with a political subdivision one or more operational 8 functions of a curriculum director, school administration 9 manager, social worker, school nurse, school counselor, or 10 school librarian, or one or more operational functions in the 11 areas of superintendent management, business management, human 12 resources, transportation, or operation and maintenance for 13 at least twenty percent of the school year shall be assigned 14 a supplementary weighting of five pupils for each shared 15 operational function . The additional weighting shall be 16 assigned for each discrete operational function shared. The 17 operational function sharing arrangement does not need to be a 18 newly implemented sharing arrangement to receive supplementary 19 weighting under this subsection . However, to receive 20 supplementary weighting under this subsection for an ongoing 21 operational function sharing arrangement that began before 22 July 1, 2014, the district shall submit information to the 23 department documenting the cost savings directly attributable 24 to the shared operational functions and describe the district’s 25 consideration of additional shared operational functions. 26 Sec. 2. Section 257.11, subsection 7, paragraphs c and d, 27 Code 2014, are amended to read as follows: 28 c. Supplementary weighting pursuant to this subsection 29 shall be available to a school district for a maximum of 30 five years during the period commencing with the budget year 31 beginning July 1, 2014, through the budget year beginning July 32 1, 2019. The minimum amount of additional weighting for which 33 a school district shall be eligible is an amount equivalent to 34 ten additional pupils, and the maximum amount of additional 35 -1- LSB 5729YH (2) 85 md/sc 1/ 4
H.F. 2103 weighting for which a school district shall be eligible is 1 an amount equivalent to forty additional pupils. Receipt of 2 supplementary weighting by a school district pursuant to this 3 subsection for more than one year shall be contingent upon 4 the annual submission of information by the district to the 5 department documenting cost savings directly attributable to 6 the shared operational functions. Criteria for determining 7 the number of years for which supplementary weighting shall 8 be received pursuant to this subsection , subject to the 9 five-year maximum, and for determining qualification of 10 operational functions for supplementary weighting shall be 11 determined by the department by rule, through consideration of 12 long-term savings by the school district or increased student 13 opportunities. 14 d. Supplementary weighting pursuant to this subsection 15 shall be available to an area education agency for a maximum of 16 five years during the period commencing with the budget year 17 beginning July 1, 2014, through the budget year beginning July 18 1, 2019. However, in lieu of the amount of weighting provided 19 to school districts for shared operational functions under 20 paragraph “a” , a supplementary weighting of two hundredths per 21 pupil shall be assigned to each pupil within the area served by 22 the area education agency. The minimum amount of additional 23 funding for which an area education agency shall be eligible is 24 fifty thousand dollars, and the maximum amount of additional 25 funding for which an area education agency shall be eligible 26 is two hundred thousand dollars. The department of management 27 shall annually set a weighting for each area education agency 28 to generate the approved operational sharing expense using the 29 area education agency’s special education cost per pupil amount 30 and foundation level. Receipt of supplementary weighting 31 by an area education agency for more than one year shall be 32 contingent upon the annual submission of information by the 33 district to the department documenting cost savings directly 34 attributable to the shared operational functions. H.F. 2103 for determining the number of years for which supplementary 1 weighting shall be received pursuant to this subsection , 2 subject to the five-year maximum, and the amount generated by 3 the supplementary weighting, and for determining qualification 4 of operational functions for supplementary weighting shall be 5 determined by the department by rule, through consideration of 6 long-term savings by the area education agency or increased 7 student opportunities. 8 Sec. 3. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 9 immediate importance, takes effect upon enactment. 10 EXPLANATION 11 The inclusion of this explanation does not constitute agreement with 12 the explanation’s substance by the members of the general assembly. 13 Code section 257.11(7), enacted in 2013 Iowa Acts, ch 65 14 (HF 472), established supplementary weighting of 0.02 per 15 pupil for school districts and area education agencies that 16 share with a political subdivision one or more operational 17 functions of a curriculum director, school administration 18 manager, social worker, school nurse, school counselor, or 19 school librarian, or one or more operational functions in the 20 areas of superintendent management, business management, human 21 resources, transportation, or operation and maintenance for at 22 least 20 percent of the school year. The additional weighting 23 is assigned for each discrete operational function shared. The 24 supplementary weighting is available to a school district for 25 a maximum of five years during the period commencing with the 26 budget year beginning July 1, 2014, through the budget year 27 beginning July 1, 2019. Code section 257.11(7) establishes a 28 minimum amount and a maximum amount of additional weighting 29 for which a school district or area education agency may be 30 eligible. 31 This bill strikes the curriculum director, school 32 administration manager, social worker, school nurse, school 33 counselor, and school librarian from the list of operational 34 functions for which supplementary weighting is provided to 35 -3- LSB 5729YH (2) 85 md/sc 3/ 4
H.F. 2103 school districts and area education agencies. 1 The bill also strikes the 0.02 per pupil supplementary 2 weighting for school districts and establishes an additional 3 weighting of five pupils for each shared operational function 4 of the school district. The bill also strikes the minimum and 5 maximum amounts of additional weighting for which a school 6 district may be eligible. 7 The bill retains the 0.02 per pupil supplementary weighting 8 provided to area education agencies.
