Section
1.
Section
8A.302,
subsection
1,
Code
2014,
is
1
amended
to
read
as
follows:

1.
Providing
a
system
of
uniform
standards
and
3
specifications
for
purchasing.
When
the
system
is
developed,
4
all
items
of
general
use
shall
be
purchased
by
state
agencies
5
through
the
department,
except
items
provided
for
under
6
section
904.808
or
items
used
by
the
state
board
of
regents
7
and
institutions
under
the
control
of
the
state
board
of
8
regents.
However,
the
department
may
authorize
the
department
9
of
transportation,
the
department
for
the
blind,
and
any
other
10
agencies
otherwise
exempted
by
law
from
centralized
purchasing,
11
to
directly
purchase
items
used
by
those
agencies
without
going
12
through
the
department,
if
the
department
of
administrative
13
services
determines
such
purchasing
is
in
the
best
interests
14
of
the
state.
However,
items
of
general
use
may
be
purchased
15
through
the
department
by
any
governmental
entity.

2.
Section
904.807,
Code
2014,
is
amended
to
read
as
17
follows:

Price
lists
to
public
officials
——
Iowa
state
19
industries
.

The
state
director
shall
cause
to
be
prepared
from
time
21
to
time
classified
and
itemized
price
lists
of
the
products
22
manufactured
by
Iowa
state
industries.
Such
lists
shall
be
23
made
available
to
the
public
and
furnished
to
all
boards
of
24
supervisors,
boards
of
directors
of
school
corporations,
25
city
councils,
and
all
other
state,
county,
city
and
school
26
departments
and
officials
empowered
to
purchase
supplies
and
27
equipment
for
public
purposes.

Sec.
3.
Section
904.808,
subsection
1,
Code
2014,
is
amended
29
by
striking
the
subsection.
30
Sec.
4.
REPEAL.
Section
8A.313,
Code
2014,
is
repealed.

concerns
the

eliminate
the
exception
from
the
requirements
for

state
agency
purchasing
of
items
of
general
use
through
the

department
of
administrative
services
for
items
produced
by

prison
industries.

Code
section
904.807,
concerning
the
preparation
of
price
7
lists
for
items
produced
by
prison
industries,
is
amended
to
8
provide
that
the
price
lists
shall
be
made
available
to
the
9
public.

Code
section
904.808,
subsection
1,
establishing
state
11
purchasing
requirements
relative
to
items
produced
by
prison
12
industries,
is
stricken.
Code
section
8A.313,
providing
13
an
appeal
process
relative
to
disputes
arising
out
of
the
14
purchasing
provisions
of
Code
section
904.808,
is
also
15
repealed.
Code
section
904.808
provides
that
state
agencies
16
are
required
to
purchase
items
produced
by
prison
industries
17
unless
a
purchase
from
another
source
is
made
under
emergency
18
circumstances
or
if
prison
industries
is
unable
to
meet
the
19
performance
characteristics
of
the
purchase
request
for
the
20
product
by
the
state
agency.
