H.F. 2037 Section 1. DEPARTMENT OF EDUCATION WORK GROUP —— 1 STREAMLINING OF PUBLIC SCHOOL ADMINISTRATION SYSTEM. The 2 department of education shall convene a work group of education 3 stakeholders, including but not limited to the Iowa association 4 of school boards, the school administrators of Iowa, and 5 representatives of Iowa’s area education agencies and approved 6 administrator preparation programs to review the public school 7 administration system in order to develop a comprehensive 8 proposal to reduce paperwork, red tape, duplication, and 9 bureaucracy to allow administrators to focus their efforts 10 as instructional leaders on improving teaching and learning 11 activities and outcomes. The review shall encompass 12 federal, state, and professional requirements applicable to 13 administrators. The work group shall identify opportunities 14 for streamlining regulatory and reporting requirements. The 15 department of education shall provide staffing services for 16 the work group. The work group shall submit its findings, 17 recommendations, and comprehensive proposal in a report to 18 the state board of education, the governor, and the general 19 assembly by December 15, 2014. 20 EXPLANATION 21 The inclusion of this explanation does not constitute agreement with 22 the explanation’s substance by the members of the general assembly. 23 The bill directs the department of education to convene 24 a work group of education stakeholders, including but not 25 limited to the Iowa association of school boards, the school 26 administrators of Iowa, and representatives of Iowa’s area 27 education agencies and approved administrator preparation 28 programs to review the public school administration system in 29 order to develop a comprehensive proposal to reduce paperwork, 30 red tape, duplication, and bureaucracy to allow administrators 31 to focus their efforts as instructional leaders on improving 32 teaching and learning activities and outcomes.
