H.F. 2025 Section 1. STATE DEPARTMENT FUNCTIONAL RESTRUCTURING 1 STUDY. The department of management, in consultation with 2 affected state agencies, shall conduct a study to assess the 3 impact of reorganizing the various divisions, bureaus, and 4 offices of state government based on the functions performed 5 by each. The goal of the study is to assess the costs and 6 benefits of reallocating state agencies based on function with 7 the goal of better aligning state agencies based on function. 8 The department shall submit a report to the general assembly 9 by January 1, 2015, concerning the results of the study and 10 a proposed functional reallocation plan. The report shall 11 analyze any cost or legal issues relative to the proposed 12 reallocation of state agencies and shall include proposed 13 legislation for implementing the proposed plan. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill requires the department of management to conduct 18 a study to assess the impact of reorganizing and reallocating 19 state agencies based on function.
