H.F. 2024 Section 1. TASK FORCE —— STATE SERVICE DISTRICT 1 ALIGNMENT. The department of management shall convene a 2 task force to develop a plan to align the boundaries of as 3 many statewide service districts as is feasible. The task 4 force shall include representatives from the judicial branch, 5 department of human services, Iowa workforce development, the 6 department of education, and any other department that provides 7 services to Iowans statewide utilizing regional districts. The 8 purpose of the task force is to identify common boundaries, 9 to the extent practicable, for the delivery of services that 10 are provided on a regional district basis with the goal of 11 providing cost efficiencies through possible colocation of 12 services within the identified districts. The task force shall 13 submit a realignment plan, including analysis of applicable 14 legal and cost issues, to the general assembly by January 1, 15 2015. 16 EXPLANATION 17 The inclusion of this explanation does not constitute agreement with 18 the explanation’s substance by the members of the general assembly. 19 This bill requires the department of management to convene 20 a task force to develop common statewide service districts. 21 The task force shall include representatives from the 22 judicial branch, department of human services, Iowa workforce 23 development, the department of education, and any other 24 department that provides services on a regional district basis. 25 The task force shall submit a plan to the general assembly by 26 January 1, 2015. 27 -1- LSB 5251YH (4) 85 ec/sc 1/ 1
