H.F. 2001 Section 1. Section 466A.4, subsection 1, Code 2014, is 1 amended to read as follows: 2 1. Public water supply utilities, counties, county 3 conservation boards, and cities , and watershed management 4 authorities may also be eligible and apply for and receive 5 local watershed improvement grants for water quality 6 improvement projects. An applicant shall coordinate with a 7 local watershed improvement committee or a soil and water 8 conservation district and shall include in the application a 9 description of existing projects and any potential impact the 10 proposed project may have on existing or planned water quality 11 improvement projects. 12 Sec. 2. Section 466B.23, Code 2014, is amended by adding the 13 following new subsection: 14 NEW SUBSECTION . 8. Apply for local watershed improvement 15 grants. 16 EXPLANATION 17 The inclusion of this explanation does not constitute agreement with 18 the explanation’s substance by the members of the general assembly. 19 This bill relates to eligible applicants for local watershed 20 improvement grants. 21 The bill adds watershed management authorities to the list 22 of entities eligible to apply for and receive local watershed 23 improvement grants. Watershed management authorities are 24 created by two or more political subdivisions through a Code 25 chapter 28E agreement, and the political subdivisions must be 26 located in the same United States geological survey hydrologic 27 unit code 8 watershed. 28 -1- LSB 5232HH (5) 85 tm/sc 1/ 1
