Section
1.
LEGISLATIVE
INTERIM
STUDY
COMMITTEE
——
DOMESTIC
1
ABUSE
AND
SEXUAL
ASSAULT
SERVICES
DELIVERY
SYSTEM.
The
2
legislative
council
is
requested
to
establish
a
domestic
abuse
3
and
sexual
assault
services
delivery
system
interim
study
4
committee.
The
study
committee
shall
review
and
provide
5
recommendations
relating
to
the
availability,
effectiveness,
6
and
coordination
of
programs
that
provide
services
and
support
7
to
victims
of
domestic
abuse
and
sexual
assault
including
8
but
not
limited
to
shelter-based
services,
and
health
care,
9
counseling,
and
legal
services.
The
committee
shall
issue
10
its
findings
and
recommendations
in
a
report
to
the
general
11
assembly
by
January
10,
2014.

APPROPRIATION
——
DEPARTMENT
OF
JUSTICE.
There
13
is
appropriated
from
the
general
fund
of
the
state
to
the
14
department
of
justice
for
the
fiscal
year
beginning
July
1,
15
2013,
and
ending
June
30,
2014,
the
following
amount,
or
so
16
much
thereof
as
is
necessary,
to
be
used
for
the
award
of
funds
17
to
programs
that
provide
services
and
support
to
victims
of
18
domestic
abuse
and
sexual
assault:

EXPLANATION

This
bill
requests
the
legislative
council
to
establish

a
domestic
abuse
and
sexual
assault
service
delivery
system

interim
study
committee
and
provides
an
appropriation.

Under
the
bill,
the
domestic
abuse
and
sexual
assault
25
service
delivery
system
interim
study
committee,
if
26
established,
shall
review
and
provide
recommendations
relating
27
to
the
availability,
effectiveness,
and
coordination
of
28
programs
that
provide
services
and
support
to
victims
of
29
domestic
abuse
and
sexual
assault
including
but
not
limited

to

services,
and
