BE
IT
RESOLVED
BY
THE
HOUSE
OF
REPRESENTATIVES,
THE
5
SENATE
CONCURRING,
That
the
Joint
Rules
of
the
Senate
6
and
House
of
Representatives,
as
adopted
by
the
Senate
7
and
House
of
Representatives
during
the
2013
Session
in
8
House
Concurrent
Resolution
5,
are
amended
by
adding
9
the
following
new
rule:

Rule
10A

First
Reading
and
Commitment
of
Bill
or
Joint
12
Resolution
Passed
by
Three-fourths
Vote
of
Other
House
13
Upon
the
receipt
and
first
reading
of
a
bill
14
or
joint
resolution
passed
by
a
vote
of
at
least
15
three-fourths
of
all
the
members
elected
to
the
other
16
house,
the
presiding
officer
shall
refer
the
bill
or
17
joint
resolution
to
an
appropriate
standing
committee.
18
Such
a
bill
or
joint
resolution
shall
automatically
19
be
placed
on
the
calendar
if
the
committee
does
20
not
report
out
the
bill
or
joint
resolution
within
21
fifteen
legislative
days.
If
such
a
bill
or
joint
22
resolution
is
rereferred
to
committee
or
referred
23
to
another
committee,
the
bill
or
joint
resolution
24
shall
automatically
be
placed
on
the
calendar
if
25
the
committee
does
not
report
out
the
bill
or
joint
26
resolution
within
five
legislative
days.
The
majority
27
leader
shall
call
up
the
bill
or
joint
resolution
for

debate
within
fifteen
legislative
days
of
its
placement
1
on
the
calendar.
Within
fifteen
legislative
days

of
the
bill
or
joint
resolution
being
called
up

amendments

the
bill

joint
resolution

shall
be
considered
or
disposed
of
and
the
bill
or
5
joint
resolution
shall
be
read
for
the
last
time
and
6
immediately
placed
upon
its
final
passage.
Within
7
five
legislative
days
of
its
final
passage
any
motions
8
to
reconsider
the
bill
or
joint
resolution
shall
be
9
disposed
of
and
the
bill
or
joint
resolution
shall
be
10
returned
immediately
to
the
other
house.
