c.
The
commission
may
allocate
moneys
from

the
fund
for
the
establishment,
construction,
and
maintenance

of
the
secondary
road
system
and
municipal
street
system
in
5
exchange
for
retaining
in
the
fund
all
or
a
portion
of
federal
6
aid
road
funds
that
would
otherwise
be
allocated
to
counties
7
and
cities.

EXPLANATION

In
the
“Road
Use
Tax
Fund
Efficiency
Report”,
January
2012,
10
the
department
of
transportation
identified
the
following
11
partnership
efficiency
goal:
“Develop,
in
conjunction
with
12
the
regional
planning
affiliations
and
metropolitan
planning
13
organizations
and
other
stakeholder
groups,
a
process
to
14
exchange
STP
(surface
transportation
program)
federal
funds
15
for
primary
highway
system
funds
for
the
purpose
of
reducing
16
the
number
of
small
projects
that
have
to
meet
onerous
federal
17
requirements”.

This
bill
authorizes
the
transportation
commission
to
19
allocate
moneys
from
the
primary
road
fund
to
be
used
on
the
20
secondary
road
system
and
the
municipal
street
system.
The
21
allocation
would
be
in
exchange
for
all
or
a
portion
of
federal
22
aid
road
funds
that
would
otherwise
be
allocated
to
counties
23
and
cities.
