There is appropriated from the rebuild Iowa 23 infrastructure fund for the fiscal year beginning July 1, 2012, 24 and ending June 30, 2013, the sum of thirty-five thirty-three 25 million dollars to the environment first fund, notwithstanding 26 section 8.57, subsection 6 , paragraph “c” . 27 Sec. 6. Section 8.57C, subsection 3, paragraph a, Code 28 Supplement 2011, is amended to read as follows: 29 a. There is appropriated from the general fund of the state 30 for the fiscal year beginning July 1, 2012 2013 , and for each 31 subsequent fiscal year thereafter, the sum of seventeen million 32 five hundred thousand dollars to the technology reinvestment 33 fund. 34 Sec. 7. Section 8.57C, subsection 3, Code Supplement 2011, 35 -5- LSB 5111XG (6) 84 rh/tm 5/ 7

There is appropriated from the rebuild 2 Iowa infrastructure fund for the fiscal year beginning July 3 1, 2012, and ending June 30, 2013, the sum of fifteen million 4 dollars to the technology reinvestment fund, notwithstanding 5 section 8.57, subsection 6, paragraph “c” . 6 Sec. 8. Section 15F.204, subsection 8, paragraph g, Code 7 Supplement 2011, is amended by striking the paragraph. 8 Sec. 9. Section 16.181A, Code 2011, is amended to read as 9 follows: 10 16.181A Housing trust fund —— appropriations. 11 1. There is appropriated from the rebuild Iowa 12 infrastructure fund to the Iowa finance authority for deposit 13 in the housing trust fund created in section 16.181 , for the 14 fiscal year beginning July 1, 2009, and beginning July 1, 2011, 15 and beginning July 1, 2013, and for each succeeding fiscal 16 year, the sum of three million dollars. 17 2. There is appropriated from the rebuild Iowa 18 infrastructure fund to the Iowa finance authority for deposit 19 in the housing trust fund created in section 16.181 , for the 20 fiscal year beginning July 1, 2010 and ending June 30, 2011, 21 the sum of one million dollars. 22 3. There is appropriated from the rebuild Iowa 23 infrastructure fund to the Iowa finance authority for deposit 24 in the housing trust fund created in section 16.181, for the 25 fiscal year beginning July 1, 2012, and ending June 30, 2013, 26 the sum of two million dollars. 27 EXPLANATION 28 This bill relates to and makes appropriations to state 29 departments and agencies from the rebuild Iowa infrastructure 30 fund and the technology reinvestment fund, and provides for 31 related matters. The bill is organized by divisions. 32 REBUILD IOWA INFRASTRUCTURE FUND. This division 33 appropriates project funding for FY 2012-2013 from the 34 rebuild Iowa infrastructure fund, including projects 35 -6- LSB 5111XG (6) 84 rh/tm 6/ 7

S.F. _____ H.F. _____ for the departments of corrections, cultural affairs, 1 education, management, natural resources, public defense, and 2 transportation, and for the treasurer of state and the board 3 of regents. 4 TECHNOLOGY REINVESTMENT FUND. This division appropriates 5 project funding for FY 2012-2013 from the technology 6 reinvestment fund, including projects for the departments of 7 corrections, education, human rights, and management, and for 8 the Iowa telecommunications and technology commission. 9 MISCELLANEOUS CODE CHANGES. The division reduces the 10 standing appropriation from the rebuild Iowa infrastructure 11 fund for FY 2012-2013 to the environment first fund from $35 12 million to $33 million. 13 The division provides a standing general fund appropriation 14 of $17.5 million to the technology reinvestment fund beginning 15 in FY 2013-2014. 16 The division appropriates $15 million from the rebuild Iowa 17 infrastructure fund to the technology reinvestment fund for FY 18 2012-2013. 19 The division eliminates the $5 million standing 20 appropriation from the rebuild Iowa infrastructure fund to the 21 community attraction and tourism fund for FY 2012-2013. 22 The division appropriates $3 million from the rebuild Iowa 23 infrastructure fund to the Iowa finance authority for deposit 24 in the housing trust fund beginning with FY 2013-2014, and for 25 each succeeding fiscal year. 26 The division appropriates $2 million from the rebuild Iowa 27 infrastructure fund to the Iowa finance authority for deposit 28 in the housing trust fund for FY 2012-2013. 29 -7- LSB 5111XG (6) 84 rh/tm 7/ 7
