hybrid
buses,

of

transit
service,

2.
This
appropriation
is
contingent
upon
the
authority’s

receipt
of
local
funds
and
the
receipt
of
a
federal
grant,
by

December
31,
2013,
in

amount
sufficient
to
complete

project.
The
authority
shall
notify
the
legislative
services

agency
and
the
department
of
management
if
such
funds
are
