S.F. _____ Section 1. IOWA VETERANS HOME —— POSTTRAUMATIC STRESS DUAL 1 DIAGNOSIS TREATMENT PROGRAM STUDY. 2 1. The Iowa veterans home shall initiate and coordinate 3 the establishment of a posttraumatic stress dual diagnosis 4 treatment program study committee, and provide staffing 5 assistance to the committee. The committee shall study 6 possible funding sources, program structure, program 7 requirements, and the needs for such a treatment program for 8 veterans in this state. The committee shall focus on the 9 establishment of a dual diagnosis program for individuals 10 seeking treatment for service-connected posttraumatic stress 11 and substance abuse. 12 a. The committee shall include the following voting 13 members: 14 (1) The commandant of the Iowa veterans home, or the 15 commandant’s designee. 16 (2) The executive director of the department of veterans 17 affairs, or the executive director’s designee. 18 (3) The director of public health, or the director’s 19 designee. 20 (4) A commissioner of the commission of veterans affairs 21 designated by the commission. 22 (5) A member of the public, designated by the commandant 23 of the Iowa veterans home, who has experience in providing 24 treatment to individuals with service-connected posttraumatic 25 stress. 26 b. The committee shall include the following ex officio, 27 nonvoting members: 28 (1) Two state senators, one appointed by the majority leader 29 of the senate and one appointed by the minority leader of the 30 senate. 31 (2) Two state representatives, one appointed by the speaker 32 of the house of representatives and one appointed by the 33 minority leader of the house of representatives. 34 2. S.F. _____ legislative interim, but may conduct as many as three meetings 1 during the legislative interim, as deemed necessary by the 2 commandant of the Iowa veterans home. 3 3. The committee shall prepare a report for delivery to the 4 general assembly and the governor no later than January 15, 5 2013, regarding the establishment of a posttraumatic stress 6 dual diagnosis treatment program at the Iowa veterans home. In 7 the report the committee shall advise or make recommendations 8 to the governor and the general assembly relative to the 9 creation of such a program at the Iowa veterans home. 10 EXPLANATION 11 This bill requires that the Iowa veterans home initiate 12 and coordinate the establishment of a posttraumatic stress 13 dual diagnosis treatment program study committee and provide 14 staffing assistance to the committee. The committee shall 15 study funding sources, program structure, program requirements, 16 and the needs for such a program for veterans in this state. 17 The committee shall focus upon the establishment of a dual 18 diagnosis program for individuals seeking treatment for 19 service-connected posttraumatic stress and substance abuse. 20 The committee shall consist of five voting members including 21 the commandant of the Iowa veterans home, or the commandant’s 22 designee; the executive director of the department of veterans 23 affairs, or the executive director’s designee; the director 24 of public health, or the director’s designee; a commissioner 25 of the commission of veterans affairs designated by the 26 commission; and a member of the public, designated by the 27 commandant of the Iowa veterans home, who has experience in 28 providing treatment to individuals with service-connected 29 posttraumatic stress. S.F. _____ house of representatives. 1 The bill requires that the committee meet at least once 2 during the 2012 legislative interim and provides that the 3 committee may meet as many as three times during the interim as 4 deemed necessary by the commandant of the Iowa veterans home. 5 The bill requires that the committee prepare a report for 6 delivery to the general assembly and the governor regarding the 7 establishment of such a program.
