From the moneys deposited in the school ready children 2 grants account for the fiscal year beginning July 1, 2012, and 3 ending June 30, 2013, not more than $265,950 is allocated for 4 the early childhood Iowa office and other technical assistance 5 activities. The early childhood Iowa state board shall direct 6 staff to work with the early childhood stakeholders alliance 7 created in section 256I.12 to inventory technical assistance 8 needs. Moneys allocated under this lettered paragraph may be 9 used by the early childhood Iowa state board for the purpose of 10 skills development and support for ongoing training of staff. 11 However, except as otherwise provided in this subsection, 12 moneys shall not be used for additional staff or for the 13 reimbursement of staff. 14 b. As a condition of receiving moneys appropriated in 15 this subsection, each early childhood Iowa area board shall 16 report to the early childhood Iowa state board progress on 17 each of the local indicators approved by the area board. Each 18 early childhood Iowa area board must also submit an annual 19 budget for the area’s comprehensive school ready children 20 grant developed for providing services for children from birth 21 through five years of age, and provide other information 22 specified by the early childhood Iowa state board, including 23 budget amendments as needed. The early childhood Iowa state 24 board shall establish a submission deadline for the annual 25 budget and any budget amendments that allow a reasonable period 26 of time for preparation by the early childhood Iowa area boards 27 and for review and approval or request for modification of 28 the materials by the early childhood Iowa state board. In 29 addition, each early childhood Iowa area board must continue to 30 comply with reporting provisions and other requirements adopted 31 by the early childhood Iowa state board in implementing section 32 256I.9. 33 c. Of the amount appropriated in this subsection for 34 deposit in the school ready children grants account of the 35 -7- LSB 5106XG (15) 84 kh/tm 7/ 20
S.F. _____ H.F. _____ early childhood Iowa fund, $2,318,018 shall be used for efforts 1 to improve the quality of early care, health, and education 2 programs. Moneys allocated pursuant to this paragraph may be 3 used for additional staff and for the reimbursement of staff. 4 The early childhood Iowa state board may reserve a portion 5 of the allocation, not to exceed $88,650, for the technical 6 assistance expenses of the early childhood Iowa state office, 7 including the reimbursement of staff, and shall distribute 8 the remainder to early childhood Iowa areas for local quality 9 improvement efforts through a methodology identified by the 10 early childhood Iowa state board to make the most productive 11 use of the funding, which may include use of the distribution 12 formula, grants, or other means. 13 d. Of the amount appropriated in this subsection for 14 deposit in the school ready children grants account of 15 the early childhood Iowa fund, $825,030 shall be used for 16 support of professional development and training activities 17 for persons working in early care, health, and education by 18 the early childhood Iowa state board in collaboration with 19 the professional development component group of the early 20 childhood Iowa stakeholders alliance maintained pursuant to 21 section 256I.12, subsection 7, paragraph “b”, and the early 22 childhood Iowa area boards. Expenditures shall be limited to 23 professional development and training activities agreed upon by 24 the parties participating in the collaboration. 25 11. EARLY CHILDHOOD IOWA FUND —— PRESCHOOL TUITION 26 ASSISTANCE 27 a.
