S.F. _____ Section 1. Section 99B.7, subsection 3, paragraph a, Code 1 Supplement 2011, is amended to read as follows: 2 a. A person wishing to conduct games and raffles pursuant 3 to this section as a qualified organization shall submit an 4 application and a license fee of one hundred fifty dollars. 5 The annual license fee for a statewide raffle license shall 6 be one hundred fifty dollars. However, upon submission of an 7 application accompanied by a license fee of fifteen dollars, 8 a person may be issued a limited license to conduct all games 9 and raffles pursuant to this section at a specified location 10 and during a specified period of fourteen consecutive calendar 11 days, except that a bingo occasion may only be conducted once 12 per each seven consecutive calendar days of the specified 13 period. In addition, a A qualified organization may also 14 be issued a limited license to conduct raffles pursuant to 15 this section for a period of ninety days for a license fee of 16 forty dollars or for a period of one hundred eighty days for 17 a license fee of seventy-five dollars. In addition, a person 18 who is an eligible applicant may be issued a limited license 19 to conduct raffles pursuant to this section for a period of 20 seven days for a license fee of twenty-five dollars if the 21 person agrees to comply with the requirements of this section 22 applicable to qualified organizations conducting raffles and 23 designates what charitable organizations, as defined in section 24 15E.311, shall receive at least seventy-five percent of the 25 net receipts as required by this section. For the purposes of 26 this paragraph, a limited license is deemed to be issued on the 27 first day of the period for which the license is issued. 28 EXPLANATION 29 This bill authorizes a person to be issued a limited license 30 to conduct raffles under Code section 99B.7 for a period of 31 seven days in the same manner as a charitable organization if 32 the person agrees to comply with the requirements applicable to 33 qualified organizations conducting raffles and designates what 34 charitable organizations, as defined in Code section 15E.311, 35 -1- LSB 5296XC (2) 84 ec/nh 1/ 2
