S.F. _____ Section 1. Section 135.11, Code Supplement 2011, is amended 1 by adding the following new subsection: 2 NEW SUBSECTION . 31. Administer a public awareness program 3 for human papillomavirus infection vaccination by identifying 4 medically accurate materials that contain information regarding 5 the risks associated with the various forms of the infection 6 in causing cervical cancer, and any other diseases for which 7 the department may recommend immunization or immunization 8 information, and the availability, effectiveness, and potential 9 risks of those vaccines. The department shall make the 10 identified materials available on the department’s internet 11 site, provide education and training to health professionals 12 and the general public regarding the vaccines, and notify 13 each school district in the state of the availability of the 14 information. For the purposes of this subsection, “human 15 papillomavirus” means the group of viruses identified by the 16 centers for disease control and prevention of the United States 17 department of health and human services. 18 Sec. 2. HUMAN PAPILLOMAVIRUS VACCINATION PUBLIC AWARENESS 19 PROGRAM. There is appropriated from the general fund of the 20 state to the department of public health for the fiscal year 21 beginning July 1, 2012, and ending June 30, 2013, the following 22 amount, or so much thereof as is necessary, to be used for the 23 purposes designated: 24 For the human papillomavirus vaccination public awareness 25 program in accordance with section 135.11, subsection 31, as 26 enacted by this Act: 27 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 250,000 28 The department of public health may seek private sector 29 moneys for the purpose of supporting the public awareness 30 program. 31 Sec. 3. HUMAN PAPILLOMAVIRUS VACCINATION AND CERVICAL 32 CANCER SCREENING FUNDING. There is appropriated from the 33 general fund of the state to the department of human services 34 for the fiscal year beginning July 1, 2012, and ending June 35 -1- LSB 5564XC (5) 84 pf/nh 1/ 3
S.F. _____ 30, 2013, the following amounts, or so much thereof as is 1 necessary, to be used for the purposes designated: 2 1. For provision of vaccinations for human papillomavirus 3 to persons age 19 through 26 with incomes below 300 percent 4 of the federal poverty level, as defined by the most recently 5 revised poverty income guidelines issued by the United States 6 department of health and human services, who are not covered 7 by a third-party payer health policy or contract that pays for 8 such vaccinations: 9 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 2,500,000 10 The department shall distribute the amount appropriated in 11 this subsection to providers on behalf of eligible persons 12 within the target population. 13 2. For provision of advanced cervical cancer screening 14 by colposcope for women with incomes below 300 percent of 15 the federal poverty level, as defined by the most recently 16 revised poverty income guidelines issued by the United State 17 department of health and human services, who are not covered 18 by a third-party payer health policy or contract that pays for 19 such procedures and related laboratory services: 20 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 500,000 21 The department shall distribute the amount appropriated in 22 this subsection to providers on behalf of eligible persons 23 within the target population. 24 EXPLANATION 25 This bill relates to a public awareness program for human 26 papillomavirus infection. 27 The bill directs the department of public health (DPH) to 28 administer a public awareness program for human papillomavirus 29 infection vaccination by identifying medically accurate 30 materials that contain information regarding the risks 31 associated with the various forms of the infection in causing 32 cervical cancer, and for any other diseases for which the 33 department may recommend immunization or immunization 34 information, and the availability, effectiveness, and potential 35 -2- LSB 5564XC (5) 84 pf/nh 2/ 3

The department is directed to make 1 the identified materials available on the department’s internet 2 site, provide education and training to health professionals 3 and the general public, and notify each school district of the 4 availability of the information. 5 The bill also makes an appropriation to the DPH for the 6 public awareness program; to the department of human services 7 (DHS) for provision of vaccinations for human papillomavirus 8 to persons age 19 through 26 with incomes below 300 percent 9 of the federal poverty level (FPL) who are not covered by a 10 third-party payer health policy or contract that pays for such 11 vaccinations; and to DHS for provision of advanced cervical 12 cancer screening by colposcope for women with incomes below 300 13 percent of the FPL who are not covered by a third-party payer 14 health policy or contract that pays for such procedures and 15 related laboratory services. 16 -3- LSB 5564XC (5) 84 pf/nh 3/ 3
