S.F. _____ Section 1. Section 331.461, subsection 2, Code 2011, is 1 amended by adding the following new paragraphs: 2 NEW PARAGRAPH . h. Natural gasworks, including natural 3 gas transmission and distribution systems, and including the 4 acquisition, establishment, construction, purchase, equipment, 5 improvement, extension, operation, maintenance, reconstruction, 6 and repair of works and facilities within or without the limit 7 of the county, and including works and facilities to be jointly 8 used by the county and other political subdivisions. 9 NEW PARAGRAPH . i. Electric light and power service 10 plants and systems, including generation, transmission, 11 and distribution systems, and including the acquisition, 12 establishment, construction, purchase, equipment, improvement, 13 extension, operation, maintenance, reconstruction, and repair 14 of works and facilities within or without the limit of the 15 county, and including works and facilities to be jointly used 16 by the county and other political subdivisions. 17 EXPLANATION 18 This bill amends the definition of “county enterprise” under 19 Code section 331.461 to include natural gasworks and electric 20 light and power service plants and systems. 21 Code chapter 331 authorizes a county to undertake a county 22 enterprise and provides as part of such authorization the 23 ability to issue revenue bonds, establish rates, collect 24 charges for services provided by the county enterprise, and 25 enter into specified contracts and leases. 26 -1- LSB 5767SC (1) 84 md/sc 1/ 1
