Section
252F.3,
subsection
1,

paragraph
1,
Code
2011,
is
amended
to
read
as
follows:

The
unit
may
prepare
a
notice
of
alleged
paternity
and
3
support
debt
to
be
served
on
a
party
if
the
mother
of
the
4
child
,
or
a
person
with
knowledge
of
the
circumstances
of
5
possible
paternity
or
assertions
of
paternity
including
but
not
6
limited
to
a
government
official
relying
on
government
records,
7
provides
a
written
statement
to
the
unit
department
of
human
8
services
certifying
in
accordance
with
section
622.1
that
the
9
putative
father
is
or
may
be
the
biological
father
of
the
child
10
or
children
involved.
The
notice
shall
be
accompanied
by
a
11
copy
of
the
statement
and
served
on
the
putative
father
in
12
accordance
with
rule
of
civil
procedure
1.305.
Service
upon
13
the
mother
shall
not
constitute
valid
service
upon
the
putative
14
father.
The
notice
shall
include
or
be
accompanied
by
all
of
15
the
following:

EXPLANATION

This
bill
allows
the
use
of
a
written
statement
certified
18
under
penalty
of
perjury
by
a
person
with
knowledge
of
the
19
circumstances
of
possible
paternity
or
assertions
of
paternity,
20
including
but
not
limited
to
a
government
official
relying
on
21
government
records,
to
act
as
the
basis
for
preparation
by
the
22
child
support
recovery
unit
of
a
notice
of
alleged
paternity
23
and
support
debt
to
be
served
on
the
putative
father
in
an
24
administrative
establishment
of
paternity
proceeding.
Under
25
current
law,
the
only
basis
for
preparation
of
the
notice
is
26
the
certified
written
statement
of
the
mother
of
the
child
27
provided
to
the
child
support
recovery
unit.
