SECTION
.
481A.41
Blinds
and
stands
for
1
hunting
deer.
2
A
person
shall
not
use
a
blind
or
stand
for
hunting
deer
3
unless
the
blind
or
stand
is
affixed
with
and
exhibits
a
4
weather-resistant
tag
or
other
form
of
identification
which
5
plainly
shows
the
name
and
address
of
the
owner
of
the
blind
or
6
stand.
For
purposes
of
this
section,
“blind
or
stand”
means
an
7
enclosure
used
for
concealment
while
hunting
deer,
constructed
8
either
wholly
or
partially
from
man-made
materials,
and
used
9
by
a
person
who
is
hunting
deer
for
the
purpose
of
hiding
10
from
sight.
A
“blind
or
stand”
is
not
a
naturally
occurring
11
landscape
feature
or
an
arrangement
of
natural
or
agricultural
12
plant
material
that
a
deer
hunter
uses
for
concealment.
The
13
natural
resource
commission
shall
adopt
rules
pursuant
to
14
chapter
17A
to
implement
this
section.

EXPLANATION
21
This
bill
requires
that
a
blind
or
stand
used
for
hunting
22
deer
must
be
affixed
with
and
exhibit
a
weather-resistant
tag
23
or
other
form
of
identification
which
plainly
shows
the
name
24
and
address
of
the
owner
of
the
blind
or
stand.
For
purposes
25
of
the
bill,
a
“blind
or
stand”
is
an
enclosure
used
for
26
concealment
while
hunting
deer,
constructed
either
wholly
or
27
partially
from
man-made
materials,
and
used
by
a
person
who
is
28
hunting
deer
for
the
purpose
of
hiding
from
sight.
A
“blind
29
or
stand”
does
not
include
a
naturally
occurring
landscape
30
feature
or
an
arrangement
of
natural
or
agricultural
plant
31
material
that
a
deer
hunter
uses
for
concealment.
The
natural

resource
commission
is
required
to
adopt
rules
to
implement
the

provisions
of
the
bill.
A
violation
of
the
provisions
of
the

bill
is
punishable
by
a
scheduled
fine
of
$20.
