S.F. _____ Section 1. Section 322.7, Code 2011, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 5. The department may issue a restricted 3 motor vehicle dealer license permitting and limiting the sale 4 of motor vehicles rebuilt or modified by the licensee as 5 provided in section 322.29, subsection 4 or 5. An applicant 6 for a restricted license shall submit a general plan pursuant 7 to section 322.4, subsection 1, paragraph “f” , detailing the 8 limited purpose for which the applicant desires to be licensed 9 and the proposed method of doing business. The license shall 10 be restricted to sales of new motor vehicles of the make and 11 model rebuilt as provided in section 322.29, subsection 4, 12 or on which equipment is installed as provided in section 13 322.29, subsection 5, without written authorization from the 14 manufacturer. 15 EXPLANATION 16 This bill authorizes the department of transportation to 17 issue a restricted motor vehicle dealer license to a person who 18 rebuilds new completed motor vehicles by fabricating, altering, 19 adding, or replacing essential parts, components, or equipment 20 for the purpose of building an ambulance, rescue vehicle, fire 21 vehicle, or towing or recovery vehicle, or to a person who 22 installs cranes, hook loaders, buckets, aerial ladders, tanks, 23 or special equipment on new, completed motor trucks with a 24 gross vehicle weight rating of 14,500 pounds or more. The 25 license is restricted to sales of new motor vehicles of the 26 make and model rebuilt or on which the equipment is installed 27 without written authorization from the original manufacturer. 28 The bill requires an applicant for a restricted license 29 to submit a general plan with the application for licensure 30 detailing the proposed use of the license and the business plan 31 the person intends to follow.
