1.
Section
321G.4,
subsection
2,
Code
2011,
is

amended
to
read
as
follows:

2.
The
owner
of
the
snowmobile
shall
file
an
application
3
for
registration
with
the
department
through
a
county
recorder
4
in
the
manner
established
by
the
commission.
The
application
5
shall
be
completed
by
the
owner
and
shall
be
accompanied
by
a
6
fee
of
fifteen
thirty
dollars
and
a
writing
fee
as
provided
7
in
section
321G.27
.
A
snowmobile
shall
not
be
registered
by
8
the
county
recorder
until
the
county
recorder
is
presented
9
with
receipts,
bills
of
sale,
or
other
satisfactory
evidence
10
that
the
sales
or
use
tax
has
been
paid
for
the
purchase
of
11
the
snowmobile
or
that
the
owner
is
exempt
from
paying
the
12
tax.
A
snowmobile
that
has
an
expired
registration
certificate
13
from
another
state
may
be
registered
in
this
state
upon
proper
14
application,
payment
of
all
applicable
registration
and
writing
15
fees,
and
payment
of
a
penalty
of
five
dollars.

Sec.
2.
Section
321G.4A,
subsection
2,
Code
2011,
is
amended
17
to
read
as
follows:

A
county
recorder
or
a
license
agent
designated
by
the
19
director
pursuant
to
section
483A.11
may
issue
user
permits.

The
fee
for
a
user
permit
shall
be
fifteen
twenty-five
dollars
21
plus
an
administrative
fee
established
by
the
commission.
A
22
county
recorder
or
a
license
agent
shall
retain
a
writing
23
fee
from
the
sale
of
each
user
permit
as
provided
in
section
24
321G.27
.

321G.6,
subsections
1
and
4,
Code
2011,
are

to
read

Every
snowmobile
registration
certificate
and

registration
decal
issued
expires
at
midnight
December
31

unless
sooner
terminated
or
discontinued
in
accordance
with

this
chapter
or
rules
of
the
commission.
After
the
first
31
day
of
September
each
year,
an
unregistered
snowmobile

may
be
registered
and
a
registration
may
be
renewed
in
one
33
transaction.
The
fee
is
five
dollars
for
the
remainder
of
the
34
current
year,
in
addition
to
the
registration
fee
of
fifteen

EXPLANATION
10
This
bill
increases
the
annual
fee
for
registration
of
11
a
snowmobile
from
$15
to
$30.
In
addition,
the
fee
for
a
12
nonresident
user
permit
is
increased
from
$15
to
$25.
13
Pursuant
to
current
law,
snowmobile
registration
fees
14
and
permit
fees
are
deposited
in
a
special
snowmobile
fund
15
and
appropriated
to
the
department
of
natural
resources
for
16
snowmobile
programs,
with
at
least
50
percent
of
the
moneys
17
available
for
political
subdivisions
and
incorporated
private
18
organizations.
19
Every
snowmobile
operated
on
public
land
or
ice
in
the
state
20
is
required
to
be
registered
annually
with
the
department,
21
except
snowmobiles
owned
and
used
by
the
United
States,
22
another
state,
or
a
political
subdivision
of
another
state
23
and
snowmobiles
used
exclusively
as
farm
implements.
State
24
agencies
and
political
subdivisions
of
this
state
are
exempt
25
from
payment
of
the
annual
registration
fee.
