NEW SECTION . 473.4 Wind energy goal. 1 The goal of this state is to maximize the development, 2 generation, and use of wind energy in this state by setting 3 forth the following wind energy goals: 4 1. At least ten gigawatts of all electricity produced in 5 this state shall be produced from wind energy by 2020. 6 2. At least twenty gigawatts of all electricity produced in 7 this state shall be produced from wind energy by 2030. 8 Sec. 2. Section 476B.5, subsection 4, Code 2011, is amended 9 to read as follows: 10 4. The maximum amount of nameplate generating capacity of 11 all qualified facilities the board may find eligible under 12 this chapter shall not exceed one hundred fifty megawatts of 13 nameplate generating capacity. 14 Sec. 3. Section 476C.1, subsection 6, paragraph d, Code 15 2011, is amended to read as follows: 16 d. Was initially placed into service on or after July 1, 17 2005, and before January 1, 2012 2013 . 18 Sec. 4. Section 476C.3, subsection 4, Code 2011, is amended 19 to read as follows: 20 4. The maximum amount of nameplate generating capacity 21 of all wind energy conversion facilities the board may find 22 eligible under this chapter shall not exceed three hundred 23 thirty sixty-three megawatts of nameplate generating capacity. 24 The maximum amount of energy production capacity equivalent of 25 all other facilities the board may find eligible under this 26 chapter shall not exceed a combined output of twenty megawatts 27 of nameplate generating capacity and one hundred sixty-seven 28 billion British thermal units of heat for a commercial 29 purpose. Of the maximum amount of energy production capacity 30 equivalent of all other facilities found eligible under this 31 chapter , fifty-five billion British thermal units of heat for a 32 commercial purpose shall be reserved for an eligible facility 33 that is a refuse conversion facility for processed, engineered 34 fuel from a multicounty solid waste management planning area. 35 -1- LSB 1967XC (2) 84 rn/nh 1/ 2
S.F. _____ The maximum amount of energy production capacity the board 1 may find eligible for a single refuse conversion facility 2 is fifty-five billion British thermal units of heat for a 3 commercial purpose. 4 EXPLANATION 5 This bill relates to wind energy production and development. 6 The bill provides a general wind energy goal of maximizing 7 the development, generation, and use of wind energy in Iowa. 8 The bill further specifies the goals of producing at least 10 9 gigawatts of electricity from wind energy in Iowa by 2020, 10 increasing to at least 20 gigawatts by 2030. 11 The bill decreases the maximum amount of nameplate 12 generating capacity for all qualified facilities eligible for 13 the wind energy production tax credit specified in Code chapter 14 476B from 150 megawatts to 100 megawatts. 15 The bill extends the time period during which an eligible 16 renewable energy facility seeking to qualify for the renewable 17 energy tax credit in Code chapter 476C shall have been placed 18 in service by one year to before January 1, 2013. 19 The bill increases the maximum amount of nameplate 20 generating capacity for all wind energy conversion facilities 21 eligible for the renewable energy tax credit from 330 megawatts 22 to 363 megawatts, in recognition of a waiting list for receipt 23 of the tax credit as established in Code section 476C.3, 24 subsection 5. 25 -2- LSB 1967XC (2) 84 rn/nh 2/ 2
