EXPLANATION

This
bill
adds
to
the
grounds
for
which
the
board
of
26
educational
examiners
is
required
to
disqualify
an
applicant
27
for
a
license
or
to
revoke
the
license
of
a
person.
The
new
28
grounds
include
enticing
a
minor;
human
trafficking;
or
any
29
offense
specified
in
the
laws
of
another
jurisdiction,
any
30
offense
under
prior
laws
of
this
state
or
another
jurisdiction,
31
or
any
offense,
or
prior
offense,
that
may
be
or
was
prosecuted
32
in
federal,
military,
or
foreign
court,
that
is
comparable
33
to
an
offense
listed
as
grounds
for
disqualification
or
34
revocation.

forcible
felonies
including

child
endangerment,
assault,
murder,
sexual
abuse,
or

kidnapping;
sexual
abuse
offenses
involving
a
child;
sexual

exploitation
by
a
school
employee;
incest
involving
a
child;

dissemination
and
exhibition
of
obscene
material
to
minors;
and
6
telephone
dissemination
of
obscene
material
to
minors.
