Senate Joint Resolution 2003 - Introduced WHEREAS, on April 29, 1936, while patrolling U.S. Highway 61 20 near Muscatine, Iowa, Oran Pape noticed a car he believed to 21 have been stolen and had the vehicle stopped; and 22 WHEREAS, when Oran Pape approached the stopped car, the 23 driver pointed a gun at Pape, ordered him into the car, and 24 began to drive away; and 25 WHEREAS, while in the vehicle, Oran Pape grabbed for the gun 26 of the driver and after a brief struggle, two shots went off, 27 killing the driver and severely wounding Oran Pape; and 28 WHEREAS, on April 30, 1936, Oran Pape died as a result of 29 his gunshot injuries, the first member of the Patrol to be 30 killed in the line of duty and the only officer to have been 31 murdered; NOW THEREFORE, 32 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 33 TLSB 5030XS (5) 84 ec/rj
S.J.R. 2003 That the state office building located at 215 East Seventh 1 Street, which houses the Department of Public Safety, be named 2 the Oran Pape State Office Building in honor of Oran Pape; and 3 that an appropriate commemorative plaque be placed near the 4 entrance of the Oran Pape State Office Building in recognition 5 of Oran Pape and his sacrifice as a member of the Iowa State 6 Patrol. 7 EXPLANATION 8 This joint resolution names the office building, located at 9 215 East Seventh Street and housing the Department of Public 10 Safety, the Oran Pape State Office Building.
