Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Article
V
of
the
Constitution
of
the
State
of
Iowa
is
amended
3
by
adding
the
following
new
section:

Standing.
SEC.
6A.
Any
natural
person
shall
be
deemed
to
5
have
standing
in
order
to
file
an
action
challenging
any
law
as
6
unconstitutional
if
the
person
is
a
resident
of
this
state.

Sec.
2.
PUBLICATION
AND
REFERRAL
TO
NEXT
GENERAL
8
ASSEMBLY.
The
foregoing
proposed
amendment
to
the
Constitution
9
of
the
State
of
Iowa
is
referred
to
the
general
assembly
to
be
10
chosen
at
the
next
general
election
for
members
of
the
general
11
assembly,
and
the
secretary
of
state
is
directed
to
cause
the
12
same
to
be
published
for
three
consecutive
months
previous
to
13
the
date
of
that
election
as
provided
by
law.

EXPLANATION

This
joint
resolution
proposes
an
amendment
to
the
16
Constitution
of
the
State
of
Iowa
providing
that
any
person
17
shall
be
deemed
to
have
standing
in
order
to
file
an
action
18
challenging
any
law
as
unconstitutional
if
the
person
is
a
19
resident
of
this
state.
20
The
joint
resolution,
if
adopted,
would
be
referred
to
the
21
next
general
assembly
(Eighty-fifth)
for
adoption
a
second
time
22
before
being
submitted
to
the
electorate
for
ratification.
