The
following
amendment
to
the
Constitution
of

the
State
of
Iowa
is
proposed:

Article
XI
of
the
Constitution
of
the
State
of
Iowa
is

amended
by
adding
the
following
new
section:

Right
to
vote
secret
ballot
for
representation
by
a
labor
5
organization
guaranteed.

9.
The
fundamental
right
of

an
individual
to
vote
by
secret
ballot
is
guaranteed
for

a
designation,
selection,
or
authorization
for
employee

representation
by
a
labor
organization.

2.
REFERRAL
AND
PUBLICATION.
The
foregoing
proposed
10
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
11
to
the
general
assembly
to
be
chosen
at
the
next
general
12
election
for
members
of
the
general
assembly,
and
the
secretary
13
of
state
is
directed
to
cause
it
to
be
published
for
three
14
consecutive
months
previous
to
the
date
of
that
election
as
15
provided
by
law.

EXPLANATION

This
joint
resolution
proposes
an
amendment
to
the
18
Constitution
of
the
State
of
Iowa
guaranteeing
the
right
of
19
an
individual
to
vote
by
secret
ballot
for
a
designation,
20
selection,
or
authorization
for
employee
representation
by
a
21
labor
organization.

The
joint
resolution,
if
adopted,
would
be
referred
to
the
23
next
general
assembly
(Eighty-fifth)
for
adoption
a
second
time
24
before
being
submitted
to
the
electorate
for
ratification.
