Section
262.9,
subsection
17,
Code
2011,
is

amended
by
adding
the
following
new
paragraph:

c.
(1)
Direct
each
institution
of
higher

education
under
the
control
of
the
board
to
waive
tuition
4
and
mandatory
fee
charges
to
a
member
of
the
Iowa
national
5
guard
who
is
a
resident
of
this
state
or
who
was
a
resident
6
of
this
state
at
the
time
of
entry
into
the
Iowa
national
7
guard.
Tuition
and
mandatory
fees
shall
be
waived
for
not
more
8
than
one
hundred
twenty-eight
semester
credit
hours
or
eight
9
semesters
of
undergraduate
study,
or
the
trimester
or
quarter
10
equivalent.
The
limitation
on
credit
hours
and
semesters
11
of
study
shall
be
applied
cumulatively
within
the
regents
12
university
system.
The
waiver
shall
apply
only
for
the
amount
13
of
tuition
and
mandatory
fee
charges
that
exceeds
the
total
14
amount
of
any
state
and
federal
education
benefits,
grants,
15
or
scholarships
the
national
guard
member
is
eligible
for
or
16
receives,
including
but
not
limited
to
the
federal
Pell
grant,
17
federal
educational
assistance
for
the
selected
reserve,
and
18
the
national
guard
educational
assistance
program
under
section
19
261.86.

(2)
The
department
of
veterans
affairs
and
the
college
21
student
aid
commission
shall
provide
information
and
assistance
22
to
the
institutions
upon
request.

EXPLANATION
24
This
bill
requires
the
state
board
of
regents
to
direct
each
25
of
its
universities
to
waive
tuition
and
mandatory
fee
charges
26
to
a
member
of
the
Iowa
national
guard
who
is
a
resident
of
this
27
state
or
who
was
a
resident
of
this
state
at
the
time
of
entry
28
into
the
Iowa
national
guard.
29
Tuition
and
mandatory
fees
shall
be
waived
for
not
more
than
30
128
semester
credit
hours
or
eight
semesters
of
undergraduate
31
study
within
the
regents
university
system.
The
waiver
32
shall
apply
only
for
the
amount
of
tuition
and
mandatory
fee
33
charges
that
exceeds
the
total
amount
of
any
state
and
federal
34
education
benefits,
grants,
or
scholarships
the
national
guard
