Section
1.
NEW
SECTION
.
135.179
Area
health
education
1
centers
fund.
2
An
area
health
education
centers
fund
is
created
in
the
3
state
treasury
as
a
separate
fund
under
the
control
of
the
4
department.
The
department
may
receive
appropriations,
5
contributions,
grants,
and
in-kind
contributions
to
support
6
the
purposes
of
the
fund.
The
fund
shall
be
separate
from
the
7
general
fund
of
the
state
and
shall
not
be
considered
part
of
8
the
general
fund
of
the
state.
The
moneys
in
the
fund
shall
9
not
be
considered
revenue
of
the
state,
but
rather
shall
be
10
moneys
of
the
fund.
The
moneys
in
the
fund
are
appropriated
11
to
the
department
to
be
distributed
to
academic
institutions
12
that
coordinate
area
health
education
centers
to
recruit
and
13
retain
health
care
providers
in
underserved
areas
of
the
state.
14
The
funds
distributed
shall
be
used
to
provide
the
nonfederal
15
funding
match
requirement
for
receipt
of
federal
grants
for
16
area
health
education
centers
from
the
federal
health
resources
17
and
services
administration
of
the
United
States
department
18
of
health
and
human
services.
The
moneys
in
the
fund
are
not
19
subject
to
section
8.33
and
shall
not
be
transferred,
used,
20
obligated,
appropriated,
or
otherwise
encumbered,
except
to
21
provide
for
the
purposes
of
this
section.
Notwithstanding
22
section
12C.7,
subsection
2,
interest
or
earnings
on
moneys
23
deposited
in
the
fund
shall
be
credited
to
the
fund.

CENTERS

APPROPRIATION.
There
is
appropriated
from
the
general
26
fund
of
the
state
for
deposit
in
the
area
health
education
27
centers
fund
created
in
section
135.179
pursuant
to
this
Act,
28
for
the
fiscal
year
beginning
July
1,
2011,
and
ending
June
30,
29
2012,
the
following
amount,
or
so
much
thereof
as
is
necessary,
30
for
the
purposes
specified
for
the
fund:

EXPLANATION
1
This
bill
relates
to
area
health
education
centers
(AHECs).
2
The
bill
creates
an
area
health
education
centers
fund
in
3
the
state
treasury
as
a
separate
fund
under
the
control
of
4
the
department
of
public
health.
The
moneys
in
the
fund
are
5
appropriated
to
the
department
to
be
distributed
to
academic
6
institutions
that
coordinate
AHECs
that
recruit
and
retain
7
health
care
providers
in
underserved
areas
of
the
state.
The
8
funds
distributed
are
to
be
used
to
provide
the
nonfederal
9
funding
match
requirement
for
receipt
of
federal
grants
10
for
AHECs
from
the
federal
health
resources
and
services
11
administration
of
the
United
States
department
of
health
and
12
human
services.

The
bill
also
makes
an
appropriation
of
$1
million
from
14
the
general
fund
of
the
state
for
deposit
in
the
area
health
15
education
centers
fund
to
be
used
for
the
purposes
of
the
fund.
16
In
Iowa,
currently
two
educational
institutions
are
17
coordinating
AHEC
efforts.
Des
Moines
university
is
working
18
with
62
counties,
predominantly
north
of
Interstate
80,
with
19
regional
offices
in
Waterloo,
Des
Moines,
and
Mason
City,
with
20
another
anticipated
in
Carroll.
The
university
of
Iowa
is
21
working
with
33
counties
in
southern
Iowa
with
offices
located
22
in
Ottumwa,
Leon,
and
Davenport.
