S.F. 508 Section 1. SUBSTANCE ABUSE APPROPRIATION. 1 1. There is appropriated from the fund created by section 2 8.41 to the department of public health for the federal fiscal 3 year beginning October 1, 2011, and ending September 30, 2012, 4 the following amount: 5 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 13,571,229 6 a. Funds appropriated in this subsection are the 7 anticipated funds to be received from the federal government 8 for the designated federal fiscal year under 42 U.S.C., ch. 9 6A, subch. XVII, part B, subpart ii, which provides for the 10 prevention and treatment of substance abuse block grant. 11 The department shall expend the funds appropriated in this 12 subsection as provided in the federal law making the funds 13 available and in conformance with chapter 17A. 14 b. Of the funds appropriated in this subsection, an amount 15 not exceeding 5 percent shall be used by the department for 16 administrative expenses. 17 c. The department shall expend no less than an amount equal 18 to the amount expended for treatment services in the state 19 fiscal year beginning July 1, 2010, for pregnant women and 20 women with dependent children. 21 d. Of the funds appropriated in this subsection, an amount 22 not exceeding $24,585 shall be used for audits. 23 2. At least 20 percent of the funds remaining from the 24 appropriation made in subsection 1 shall be allocated for 25 prevention programs. 26 3. In implementing the federal prevention and treatment of 27 substance abuse block grant under 42 U.S.C., ch. 6A, subch. 28 XVII, and any other applicable provisions of the federal Public 29 Health Service Act under 42 U.S.C., ch. 6A, the department 30 shall apply the provisions of Pub. L. No. 106-310, § 3305, 31 as codified in 42 U.S.C. § 300x-65, relating to services 32 under such federal law being provided by religious and other 33 nongovernmental organizations. 34 Sec. 2. COMMUNITY MENTAL HEALTH SERVICES APPROPRIATION. 35 -1- LSB 1018SV (2) 84 jp/tm 1/ 16

There is appropriated from the fund created by 1 section 8.41 to the department of human services for the 2 federal fiscal year beginning October 1, 2011, and ending 3 September 30, 2012, the following amount: 4 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 3,370,840 5 b. Funds appropriated in this subsection are the 6 anticipated funds to be received from the federal government 7 for the designated federal fiscal year under 42 U.S.C., ch. 8 6A, subch. XVII, part B, subpart i, which provides for the 9 community mental health services block grant. The department 10 shall expend the funds appropriated in this subsection as 11 provided in the federal law making the funds available and in 12 conformance with chapter 17A. 13 c. The department shall allocate not less than 95 percent 14 of the amount of the block grant to eligible community mental 15 health services providers for carrying out the plan submitted 16 to and approved by the federal substance abuse and mental 17 health services administration for the fiscal year involved. 18 d. Of the amount allocated to eligible services providers 19 under paragraph “c”, 70 percent shall be distributed to 20 the state’s accredited community mental health centers 21 established or designated by counties in accordance with law 22 or administrative rule. If a county has not established or 23 designated a community mental health center and has received 24 a waiver from the mental health and disability services 25 commission, the mental health services provider designated 26 by that county is eligible to receive funding distributed 27 pursuant to this paragraph in lieu of a community mental health 28 center. The funding distributed shall be used by recipients 29 of the funding for the purpose of developing and providing 30 evidence-based practices and emergency services to adults with 31 a serious mental illness and children with a serious emotional 32 disturbance. The distribution amounts shall be announced at 33 the beginning of the federal fiscal year and distributed on 34 a quarterly basis according to the formulas used in previous 35 -2- LSB 1018SV (2) 84 jp/tm 2/ 16

Recipients shall submit quarterly reports 1 containing data consistent with the performance measures 2 approved by the federal substance abuse and mental health 3 services administration. 4 2. An amount not exceeding 5 percent of the funds 5 appropriated in subsection 1 shall be used by the department 6 of human services for administrative expenses. From the 7 funds set aside by this subsection for administrative 8 expenses, the department shall pay to the auditor of state 9 an amount sufficient to pay the cost of auditing the use 10 and administration of the state’s portion of the funds 11 appropriated in subsection 1. The auditor of state shall bill 12 the department for the costs of the audits. 13 Sec. 3. MATERNAL AND CHILD HEALTH SERVICES APPROPRIATIONS. 14 1. There is appropriated from the fund created by section 15 8.41 to the department of public health for the federal fiscal 16 year beginning October 1, 2011, and ending September 30, 2012, 17 the following amount: 18 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 6,529,540 19 a. The funds appropriated in this subsection are the funds 20 anticipated to be received from the federal government for 21 the designated federal fiscal year under 42 U.S.C., ch. 7, 22 subch. V, which provides for the maternal and child health 23 services block grant. The department shall expend the funds 24 appropriated in this subsection as provided in the federal law 25 making the funds available and in conformance with chapter 17A. 26 b. Funds appropriated in this subsection shall not be used 27 by the university of Iowa hospitals and clinics for indirect 28 costs. 29 2. An amount not exceeding 10 percent of the funds 30 appropriated in subsection 1 shall be used by the department of 31 public health for administrative expenses. 32 3. The departments of public health, human services, and 33 education and the university of Iowa’s mobile and regional 34 child health specialty clinics shall continue to pursue to the 35 -3- LSB 1018SV (2) 84 jp/tm 3/ 16
S.F. 508 maximum extent feasible the coordination and integration of 1 services to women and children. 2 4. a. Sixty-three percent of the remaining funds 3 appropriated in subsection 1 shall be allocated to supplement 4 appropriations for maternal and child health programs within 5 the department of public health. Of these funds, $300,291 6 shall be set aside for the statewide perinatal care program. 7 b. Thirty-seven percent of the remaining funds appropriated 8 in subsection 1 shall be allocated to the university of Iowa 9 hospitals and clinics under the control of the state board 10 of regents for mobile and regional child health specialty 11 clinics. The university of Iowa hospitals and clinics shall 12 not receive an allocation for indirect costs from the funds for 13 this program. Priority shall be given to establishment and 14 maintenance of a statewide system of mobile and regional child 15 health specialty clinics. 16 5. The department of public health shall administer the 17 statewide maternal and child health program and the disabled 18 children’s program by conducting mobile and regional child 19 health specialty clinics and conducting other activities to 20 improve the health of low-income women and children and to 21 promote the welfare of children with actual or potential 22 handicapping conditions and chronic illnesses in accordance 23 with the requirements of Tit. V of the federal Social Security 24 Act. 25 Sec. 4. PREVENTIVE HEALTH AND HEALTH SERVICES 26 APPROPRIATIONS. 27 1. There is appropriated from the fund created by section 28 8.41 to the department of public health for the federal fiscal 29 year beginning October 1, 2011, and ending September 30, 2012, 30 the following amount: 31 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,102,464 32 Funds appropriated in this subsection are the funds 33 anticipated to be received from the federal government for 34 the designated federal fiscal year under 42 U.S.C., ch. 6A, 35 -4- LSB 1018SV (2) 84 jp/tm 4/ 16
S.F. 508 subch. XVII, part A, which provides for the preventive health 1 and health services block grant. The department shall expend 2 the funds appropriated in this subsection as provided in the 3 federal law making the funds available and in conformance with 4 chapter 17A. 5 2. Of the funds appropriated in subsection 1, an amount 6 not exceeding 10 percent shall be used by the department for 7 administrative expenses. 8 3. Of the funds appropriated in subsection 1, the specific 9 amount of funds stipulated by the notice of the block grant 10 award shall be allocated for services to victims of sex 11 offenses and for rape prevention education. 12 4. After deducting the funds allocated in subsections 2 and 13 3, the remaining funds appropriated in subsection 1 may be used 14 by the department for healthy people 2011/healthy Iowans 2011 15 program objectives, preventive health advisory committee, and 16 risk reduction services, including nutrition programs, health 17 incentive programs, chronic disease services, emergency medical 18 services, monitoring of the fluoridation program and start-up 19 fluoridation grants, and acquired immune deficiency syndrome 20 services. The moneys specified in this subsection shall not be 21 used by the university of Iowa hospitals and clinics or by the 22 state hygienic laboratory for the funding of indirect costs. 23 Sec. 5. STOP VIOLENCE AGAINST WOMEN GRANT PROGRAM 24 APPROPRIATION. 25 1. There is appropriated from the fund created by section 26 8.41 to the department of justice for the federal fiscal year 27 beginning October 1, 2011, and ending September 30, 2012, the 28 following amount: 29 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,588,692 30 Funds appropriated in this subsection are the anticipated 31 funds to be received from the federal government for the 32 designated fiscal year under 42 U.S.C., ch. 46, § 3796gg-1, 33 which provides for grants to combat violent crimes against 34 women. The department of justice shall expend the funds 35 -5- LSB 1018SV (2) 84 jp/tm 5/ 16
S.F. 508 appropriated in this subsection as provided in the federal law 1 making the funds available and in conformance with chapter 17A. 2 2. An amount not exceeding 10 percent of the funds 3 appropriated in subsection 1 shall be used by the department of 4 justice for administrative expenses. From the funds set aside 5 by this subsection for administrative expenses, the department 6 shall pay to the auditor of state an amount sufficient to pay 7 the cost of auditing the use and administration of the state’s 8 portion of the funds appropriated in subsection 1. 9 Sec. 6. RESIDENTIAL SUBSTANCE ABUSE TREATMENT FOR STATE 10 PRISONERS FORMULA GRANT PROGRAM. There is appropriated from 11 the fund created by section 8.41 to the governor’s office of 12 drug control policy for the federal fiscal year beginning 13 October 1, 2011, and ending September 30, 2012, the following 14 amount: 15 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 246,826 16 Funds appropriated in this section are the funds anticipated 17 to be received from the federal government for the designated 18 fiscal year under 42 U.S.C., ch. 46, subch. XII-G, which 19 provides grants for substance abuse treatment programs in state 20 and local correctional facilities. The drug policy coordinator 21 shall expend the funds appropriated in this section as provided 22 in federal law making the funds available and in conformance 23 with chapter 17A. 24 Sec. 7. EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT 25 PROGRAM APPROPRIATION. 26 1. There is appropriated from the fund created by section 27 8.41 to the governor’s office of drug control policy for the 28 federal fiscal year beginning October 1, 2011, and ending 29 September 30, 2012, the following amount: 30 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 2,974,695 31 Funds appropriated in this subsection are the anticipated 32 funds to be received from the federal government for the 33 designated fiscal year under 42 U.S.C., ch. 46, subch. V, which 34 provides for the Edward Byrne memorial justice assistance grant 35 -6- LSB 1018SV (2) 84 jp/tm 6/ 16

The drug policy coordinator shall expend the funds 1 appropriated in this subsection as provided in the federal law 2 making the funds available and in conformance with chapter 17A. 3 2. An amount not exceeding 10 percent of the funds 4 appropriated in subsection 1 shall be used by the drug policy 5 coordinator for administrative expenses. From the funds set 6 aside by this subsection for administrative expenses, the 7 drug policy coordinator shall pay to the auditor of state an 8 amount sufficient to pay the cost of auditing the use and 9 administration of the state’s portion of the funds appropriated 10 in subsection 1. 11 Sec. 8. COMMUNITY SERVICES APPROPRIATIONS. 12 1. a. There is appropriated from the fund created by 13 section 8.41 to the division of community action agencies of 14 the department of human rights for the federal fiscal year 15 beginning October 1, 2011, and ending September 30, 2012, the 16 following amount: 17 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 7,540,877 18 Funds appropriated in this subsection are the funds 19 anticipated to be received from the federal government for the 20 designated federal fiscal year under 42 U.S.C., ch. 106, which 21 provides for the community services block grant. The division 22 of community action agencies of the department of human rights 23 shall expend the funds appropriated in this subsection as 24 provided in the federal law making the funds available and in 25 conformance with chapter 17A. 26 b. The administrator of the division of community action 27 agencies of the department of human rights shall allocate 28 not less than 96 percent of the amount of the block grant to 29 eligible community action agencies for programs benefiting 30 low-income persons. Each eligible agency shall receive a 31 minimum allocation of not less than $100,000. The minimum 32 allocation shall be achieved by redistributing increased 33 funds from agencies experiencing a greater share of available 34 funds. The funds shall be distributed on the basis of 35 -7- LSB 1018SV (2) 84 jp/tm 7/ 16
S.F. 508 the poverty-level population in the area represented by 1 the community action areas compared to the size of the 2 poverty-level population in the state. 3 2. An amount not exceeding 4 percent of the funds 4 appropriated in subsection 1 shall be used by the division of 5 community action agencies of the department of human rights 6 for administrative expenses. From the funds set aside by 7 this subsection for administrative expenses, the division of 8 community action agencies of the department of human rights 9 shall pay to the auditor of state an amount sufficient to pay 10 the cost of auditing the use and administration of the state’s 11 portion of the funds appropriated in subsection 1. The auditor 12 of state shall bill the division of community action agencies 13 for the costs of the audits. 14 Sec. 9. COMMUNITY DEVELOPMENT APPROPRIATIONS. 15 1. There is appropriated from the fund created by section 16 8.41 to the department of economic development for the federal 17 fiscal year beginning October 1, 2011, and ending September 30, 18 2012, the following amount: 19 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 28,514,788 20 Funds appropriated in this subsection are the funds 21 anticipated to be received from the federal government for 22 the designated federal fiscal year under 42 U.S.C., ch. 69, 23 which provides for community development block grants. The 24 department of economic development shall expend the funds 25 appropriated in this subsection as provided in the federal law 26 making the funds available and in conformance with chapter 17A. 27 2. An amount not exceeding $1,240,000 for the federal fiscal 28 year beginning October 1, 2011, shall be used by the department 29 of economic development for administrative expenses for the 30 community development block grant. The total amount used for 31 administrative expenses includes $670,000 for the federal 32 fiscal year beginning October 1, 2011, of funds appropriated 33 in subsection 1 and a matching contribution from the state 34 equal to $570,000 from the appropriation of state funds for the 35 -8- LSB 1018SV (2) 84 jp/tm 8/ 16
S.F. 508 community development block grant and state appropriations for 1 related activities of the department of economic development. 2 From the funds set aside for administrative expenses by this 3 subsection, the department of economic development shall pay 4 to the auditor of state an amount sufficient to pay the cost of 5 auditing the use and administration of the state’s portion of 6 the funds appropriated in subsection 1. The auditor of state 7 shall bill the department for the costs of the audit. 8 Sec. 10. LOW-INCOME HOME ENERGY ASSISTANCE APPROPRIATIONS. 9 1. There is appropriated from the fund created by section 10 8.41 to the division of community action agencies of the 11 department of human rights for the federal fiscal year 12 beginning October 1, 2011, and ending September 30, 2012, the 13 following amount: 14 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 70,527,851 15 The funds appropriated in this subsection are the funds 16 anticipated to be received from the federal government for the 17 designated federal fiscal year under 42 U.S.C., ch. 94, subch. 18 II, which provides for the low-income home energy assistance 19 block grants. The division of community action agencies of the 20 department of human rights shall expend the funds appropriated 21 in this subsection as provided in the federal law making the 22 funds available and in conformance with chapter 17A. 23 2. Up to 15 percent of the amount appropriated in this 24 section that is actually received shall be used for residential 25 weatherization or other related home repairs for low-income 26 households. Of this allocation amount, not more than 10 27 percent may be used for administrative expenses. 28 3. After subtracting the allocation in subsection 2, 29 up to 10 percent of the remaining moneys are allocated 30 for administrative expenses of the low-income home energy 31 assistance program of which $377,000 is allocated for 32 administrative expenses of the division. The costs of auditing 33 the use and administration of the portion of the appropriation 34 in this section that is retained by the state shall be paid 35 -9- LSB 1018SV (2) 84 jp/tm 9/ 16
S.F. 508 from the amount allocated in this subsection to the division. 1 The auditor of state shall bill the division for the audit 2 costs. 3 4. The remaining moneys of the appropriation in this section 4 following the allocations made in subsections 2 and 3, shall be 5 used to help eligible households as defined in 42 U.S.C., ch. 6 94, subch. II, to meet home energy costs. 7 5. Not more than 10 percent of the amount appropriated in 8 this section that is actually received may be carried forward 9 for use in the succeeding federal fiscal year. 10 6. Expenditures for assessment and resolution of energy 11 problems shall be limited to not more than 5 percent of the 12 amount appropriated in this section that is actually received. 13 Sec. 11. SOCIAL SERVICES APPROPRIATIONS. 14 1. There is appropriated from the fund created by section 15 8.41 to the department of human services for the federal fiscal 16 year beginning October 1, 2011, and ending September 30, 2012, 17 the following amount: 18 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 16,562,583 19 Funds appropriated in this subsection are the funds 20 anticipated to be received from the federal government for 21 the designated federal fiscal year under 42 U.S.C., ch. 22 7, subch. XX, which provides for the social services block 23 grant. The department of human services shall expend the funds 24 appropriated in this subsection as provided in the federal law 25 making the funds available and in conformance with chapter 17A. 26 2. Not more than $1,065,917 of the funds appropriated in 27 subsection 1 shall be used by the department of human services 28 for general administration. From the funds set aside in this 29 subsection for general administration, the department of human 30 services shall pay to the auditor of state an amount sufficient 31 to pay the cost of auditing the use and administration of the 32 state’s portion of the funds appropriated in subsection 1. 33 3. In addition to the allocation for general administration 34 in subsection 2, the remaining funds appropriated in subsection 35 -10- LSB 1018SV (2) 84 jp/tm 10/ 16
S.F. 508 1 shall be allocated in the following amounts to supplement 1 appropriations for the federal fiscal year beginning October 2 1, 2011, for the following programs within the department of 3 human services: 4 a. SOCIAL SERVICES BLOCK GRANT PLAN. The department 15 of human services during each state fiscal year shall develop a 16 plan for the use of federal social services block grant funds 17 for the subsequent state fiscal year. 18 The proposed plan shall include all programs and services 19 at the state level which the department proposes to fund with 20 federal social services block grant funds, and shall identify 21 state and other funds which the department proposes to use to 22 fund the state programs and services. 23 The proposed plan shall also include all local programs and 24 services which are eligible to be funded with federal social 25 services block grant funds, the total amount of federal social 26 services block grant funds available for the local programs and 27 services, and the manner of distribution of the federal social 28 services block grant funds to the counties. The proposed plan 29 shall identify state and local funds which will be used to fund 30 the local programs and services. 31 The proposed plan shall be submitted with the department’s 32 budget requests to the governor and the general assembly. 33 Sec. 13. PROJECTS FOR ASSISTANCE IN TRANSITION FROM 34 HOMELESSNESS. 35 -11- LSB 1018SV (2) 84 jp/tm 11/ 16

Upon receipt of the minimum formula grant from 1 the federal substance abuse and mental health services 2 administration to provide mental health services for the 3 homeless, for the federal fiscal year beginning October 1, 4 2011, and ending September 30, 2012, the department of human 5 services shall assure that a project which receives funds under 6 the formula grant shall do all of the following: 7 a. Provide outreach and engagement to homeless individuals 8 and individuals at risk of homelessness and assesses those 9 individuals for serious mental illness. 10 b. Enroll those individuals with serious mental illness who 11 are willing to accept services through the project. 12 c. Provide case management to homeless persons. 13 d. Provide appropriate training to persons who provide 14 services to persons targeted by the grant. 15 e. Assure a local match share of 25 percent. 16 f. Refer homeless individuals and individuals at risk of 17 homelessness to primary health care, job training, educational 18 services, and relevant housing services. 19 2. A project may expend funds for community mental health 20 services, diagnostic services, crisis intervention services, 21 habilitation and rehabilitation services, substance abuse 22 services, supportive and supervisory services to homeless 23 persons living in residential settings that are not otherwise 24 supported, and housing services including minor renovation, 25 expansion, and repair of housing, security deposits, planning 26 of housing, technical assistance in applying for housing, 27 improving the coordination of housing services, the costs 28 associated with matching eligible homeless individuals with 29 appropriate housing, and one-time rental payments to prevent 30 eviction. 31 Sec. 14. CHILD CARE AND DEVELOPMENT APPROPRIATION. There 32 is appropriated from the fund created by section 8.41 to the 33 department of human services for the federal fiscal year 34 beginning October 1, 2011, and ending September 30, 2012, the 35 -12- LSB 1018SV (2) 84 jp/tm 12/ 16
S.F. 508 following amount: 1 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 43,792,517 2 Funds appropriated in this section are the funds anticipated 3 to be received from the federal government under 42 U.S.C., 4 ch. 105, subch. II-B, which provides for the child care and 5 development block grant. The department shall expend the funds 6 appropriated in this section as provided in the federal law 7 making the funds available and in conformance with chapter 17A. 8 Moneys appropriated in this section that remain unencumbered 9 or unobligated at the close of the fiscal year shall revert to 10 be available for appropriation for purposes of the child care 11 and development block grant in the succeeding fiscal year. 12 Sec. 15. PROCEDURE FOR REDUCED FEDERAL FUNDS. 13 1. If the funds received from the federal government for the 14 block grants specified in this Act are less than the amounts 15 appropriated, the funds actually received shall be prorated 16 by the governor for the various programs, other than for the 17 services to victims of sex offenses and for rape prevention 18 education under section 4, subsection 3, of this Act, for which 19 each block grant is available according to the percentages that 20 each program is to receive as specified in this Act. However, 21 if the governor determines that the funds allocated by the 22 percentages will not be sufficient to accomplish the purposes 23 of a particular program, or if the appropriation is not 24 allocated by percentage, the governor may allocate the funds in 25 a manner which will accomplish to the greatest extent possible 26 the purposes of the various programs for which the block grants 27 are available. 28 2. Before the governor implements the actions provided for 29 in subsection 1, the following procedures shall be taken: 30 a. The chairpersons and ranking members of the senate and 31 house standing committees on appropriations, the appropriate 32 chairpersons and ranking members of subcommittees of those 33 committees, and the director of the legislative services agency 34 shall be notified of the proposed action. 35 -13- LSB 1018SV (2) 84 jp/tm 13/ 16

The notice shall include the proposed allocations, 1 and information on the reasons why particular percentages or 2 amounts of funds are allocated to the individual programs, 3 the departments and programs affected, and other information 4 deemed useful. Chairpersons and ranking members notified shall 5 be allowed at least two weeks to review and comment on the 6 proposed action before the action is taken. 7 Sec. 16. PROCEDURE FOR INCREASED FEDERAL FUNDS. 8 1. If funds received from the federal government in the form 9 of block grants exceed the amounts appropriated in sections 1, 10 2, 3, 4, 7, 9, and 11 of this Act, the excess shall be prorated 11 to the appropriate programs according to the percentages 12 specified in those sections, except additional funds shall not 13 be prorated for administrative expenses. 14 2. If actual funds received from the federal government 15 from block grants exceed the amount appropriated in section 10 16 of this Act for the low-income home energy assistance program, 17 not more than 10 percent of the excess may be allocated to the 18 low-income residential weatherization program and not more than 19 15 percent of the excess may be used for administrative costs. 20 3. If funds received from the federal government from 21 community services block grants exceed the amount appropriated 22 in section 8 of this Act, 100 percent of the excess is 23 allocated to the community services block grant program. 24 Sec. 17. PROCEDURE FOR EXPENDITURE OF ADDITIONAL FEDERAL 25 FUNDS. If other federal grants, receipts, and funds and other 26 nonstate grants, receipts, and funds become available or are 27 awarded which are not available or awarded during the period 28 in which the general assembly is in session, but which require 29 expenditure by the applicable department or agency prior 30 to March 15 of the fiscal year beginning July 1, 2011, and 31 ending June 30, 2012, these grants, receipts, and funds are 32 appropriated to the extent necessary, provided that the fiscal 33 committee of the legislative council is notified within 30 days 34 of receipt of the grants, receipts, or funds and the fiscal 35 -14- LSB 1018SV (2) 84 jp/tm 14/ 16
S.F. 508 committee of the legislative council has an opportunity to 1 comment on the expenditure of the grants, receipts, or funds. 2 Sec. 18. OTHER GRANTS, RECEIPTS, AND FUNDS. Federal grants, 3 receipts, and funds and other nonstate grants, receipts, 4 and funds, available in whole or in part of the fiscal 5 year beginning July 1, 2011, and ending June 30, 2012, are 6 appropriated to the following departments and agencies that are 7 designated by and for the purposes set forth in the grants, 8 receipts, or conditions accompanying the receipt of the funds, 9 unless otherwise provided by law: 10 1. Department of workforce development. 15 EXPLANATION 16 This bill appropriates for the 2011-2012 federal fiscal year 17 which begins October 1, 2011, block grants available from the 18 federal government and provides procedures for increasing or 19 decreasing the appropriations if the block grants are increased 20 or decreased. 21 The bill makes appropriations for federal and state fiscal 22 years 2011-2012 of other federal grants receipts, and funds, 23 and other nonstate funds. 24 -16- LSB 1018SV (2) 84 jp/tm 16/ 16
