Section
1.
Section
724.11,
subsection
4,
Code
2011,
is

amended
to
read
as
follows:

4.
The
sheriff
or
commissioner
of
public
safety
shall

approve
or
deny
an
initial
or
renewal
application
submitted
4
under
this
section
within
thirty
five
business
days
of
receipt
5
of
the
application.
A
person
whose
application
for
a
permit
6
under
this
chapter
is
denied
may
seek
review
of
the
denial
7
under
section
724.21A
.
The
failure
to
approve
or
deny
an
8
initial
or
renewal
application
shall
result
in
a
decision
of
9
approval.

Sec.
2.
LEGISLATIVE
FINDINGS.
The
general
assembly
finds
11
that
there
is
an
urgent
need
for
Iowa
sheriffs
to
be
diligent
12
and
timely
in
processing
applications
for
permits
to
carry
13
weapons
in
an
effort
to
assure
compliance
with
the
applicable
14
rules
and
laws
governing
the
issuance
of
permits
to
carry
15
weapons.

EXPLANATION
17
This
bill
amends
current
law
requiring
the
sheriff
or
18
commissioner
of
public
safety
to
approve
or
deny
an
initial
or
19
renewal
application
for
a
permit
to
carry
weapons
from
within
20
30
days
of
receipt
of
an
application
to
within
five
business
21
days
of
receipt
of
an
application.
22
The
bill
further
provides
that
the
general
assembly
finds
23
that
there
is
an
urgent
need
for
Iowa
sheriffs
to
be
diligent
24
and
timely
in

applications
for
permits
to
carry
25
weapons
in
an
effort
to
assure
compliance
with
the
