S.F. 295 Section 1. NEW SECTION . 135.39D Donation of newborn 1 umbilical cord blood. 2 1. Notwithstanding any provision to the contrary regarding 3 blood donation, an attending prenatal health care provider 4 of a woman who is known to be pregnant shall, prior to the 5 thirty-second week of the woman’s pregnancy, provide the woman 6 with information regarding options for donation of blood 7 extracted from the umbilical cord of the newborn to a public 8 cord blood bank. 9 2. The department of public health shall provide the 10 information regarding public cord blood banking to be utilized 11 by attending prenatal health care providers under this section. 12 The information provided shall be the applicable informational 13 and educational materials developed by the entity awarded the 14 contract by the health resources and services administration of 15 the United States department of health and human services to 16 operate the cord blood coordinating center. 17 3. For the purposes of this section, an “attending prenatal 18 health care provider” includes a person licensed, certified, or 19 otherwise authorized by law to provide health care services to 20 a pregnant woman within the scope of the person’s profession. 21 EXPLANATION 22 This bill relates to donation of newborn umbilical cord 23 blood. The bill directs an attending prenatal health care 24 provider of a woman known by the provider to be pregnant, to 25 provide the woman, prior to the 32nd week of the pregnancy, 26 with information regarding the options for donation of 27 umbilical cord blood to a public cord blood bank. The 28 bill directs the department of public health to provide 29 the information to be utilized by the providers and defines 30 “attending prenatal health care provider”. 31 -1- LSB 1816SV (3) 84 pf/nh 1/ 1
