From the moneys deposited in the school ready children 30 grants account for the fiscal year beginning July 1, 2012, and 31 ending June 30, 2013, not more than $265,950 is allocated for 32 the early childhood Iowa office and other technical assistance 33 activities. The early childhood Iowa state board shall direct 34 staff to work with the early childhood stakeholders alliance 35 -7- LSB 5117SV (3) 84 kh/tm 7/ 37
S.F. 2321 created in section 256I.12 to inventory technical assistance 1 needs. Moneys allocated under this lettered paragraph may be 2 used by the early childhood Iowa state board for the purpose of 3 skills development and support for ongoing training of staff. 4 However, except as otherwise provided in this subsection, 5 moneys shall not be used for additional staff or for the 6 reimbursement of staff. 7 b. As a condition of receiving moneys appropriated in 8 this subsection, each early childhood Iowa area board shall 9 report to the early childhood Iowa state board progress on 10 each of the local indicators approved by the area board. Each 11 early childhood Iowa area board must also submit an annual 12 budget for the area’s comprehensive school ready children 13 grant developed for providing services for children from birth 14 through five years of age, and provide other information 15 specified by the early childhood Iowa state board, including 16 budget amendments as needed. The early childhood Iowa state 17 board shall establish a submission deadline for the annual 18 budget and any budget amendments that allow a reasonable period 19 of time for preparation by the early childhood Iowa area boards 20 and for review and approval or request for modification of 21 the materials by the early childhood Iowa state board. In 22 addition, each early childhood Iowa area board must continue to 23 comply with reporting provisions and other requirements adopted 24 by the early childhood Iowa state board in implementing section 25 256I.9. 26 c. Of the amount appropriated in this subsection for 27 deposit in the school ready children grants account of the 28 early childhood Iowa fund, $2,318,018 shall be used for efforts 29 to improve the quality of early care, health, and education 30 programs. Moneys allocated pursuant to this paragraph may be 31 used for additional staff and for the reimbursement of staff. 32 The early childhood Iowa state board may reserve a portion 33 of the allocation, not to exceed $88,650, for the technical 34 assistance expenses of the early childhood Iowa state office, 35 -8- LSB 5117SV (3) 84 kh/tm 8/ 37
S.F. 2321 including the reimbursement of staff, and shall distribute 1 the remainder to early childhood Iowa areas for local quality 2 improvement efforts through a methodology identified by the 3 early childhood Iowa state board to make the most productive 4 use of the funding, which may include use of the distribution 5 formula, grants, or other means. 6 d. Of the amount appropriated in this subsection for 7 deposit in the school ready children grants account of 8 the early childhood Iowa fund, $825,030 shall be used for 9 support of professional development and training activities 10 for persons working in early care, health, and education by 11 the early childhood Iowa state board in collaboration with 12 the professional development component group of the early 13 childhood Iowa stakeholders alliance maintained pursuant to 14 section 256I.12, subsection 7, paragraph “b”, and the early 15 childhood Iowa area boards. Expenditures shall be limited to 16 professional development and training activities agreed upon by 17 the parties participating in the collaboration. 18 11. EARLY CHILDHOOD IOWA FUND —— PRESCHOOL TUITION 19 ASSISTANCE 20 a. For deposit in the school ready children grants account 21 of the early childhood Iowa fund created in section 256I.11: 22 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 2,714,439 23 5,428,877 24 b. The amount appropriated in this subsection shall be 25 used for early care, health, and education programs to assist 26 low-income parents with tuition for preschool and other 27 supportive services for children ages three, four, and five 28 who are not attending kindergarten in order to increase the 29 basic family income eligibility requirement to not more than 30 200 percent of the federal poverty level. In addition, if 31 sufficient funding is available after addressing the needs of 32 those who meet the basic income eligibility requirement, an 33 early childhood Iowa area board may provide for eligibility 34 for those with a family income in excess of the basic income 35 -9- LSB 5117SV (3) 84 kh/tm 9/ 37
S.F. 2321 eligibility requirement through use of a sliding scale or other 1 copayment provisions. 2 12. EARLY CHILDHOOD IOWA FUND —— FAMILY SUPPORT AND PARENT 3 EDUCATION 4 a. For deposit in the school ready children grants account 5 of the early childhood Iowa fund created in section 256I.11: 6 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 6,182,217 7 12,364,434 8 b. The amount appropriated in this subsection shall be 9 used for family support services and parent education programs 10 targeted to families expecting a child or with newborn and 11 infant children through age five and shall be distributed using 12 the distribution formula approved by the early childhood Iowa 13 state board and shall be used by an early childhood Iowa area 14 board only for family support services and parent education 15 programs targeted to families expecting a child or with newborn 16 and infant children through age five. 17 c. In order to implement the legislative intent stated in 18 sections 135.106 and 256I.9, that priority for home visitation 19 program funding be given to programs using evidenced-based or 20 promising models for home visitation, it is the intent of the 21 general assembly to phase-in the funding priority as follows: 22 (1) By July 1, 2013, 25 percent of state funds expended 23 for home visiting programs are for evidence based or promising 24 program models. 25 (2) By July 1, 2014, 50 percent of state funds expended for 26 home visiting programs are for evidenced-based or promising 27 program models. 28 (3) By July 1, 2015, 75 percent of state funds expended 29 for home visiting programs are for evidence based or promising 30 program models. 31 (4) By July 1, 2016, 90 percent of state funds expended 32 for home visiting programs are for evidence-based or promising 33 program models. The remaining 10 percent of funds may be 34 used for innovative program models that do not yet meet the 35 -10- LSB 5117SV (3) 84 kh/tm 10/ 37
S.F. 2321 definition of evidence-based or promising programs. 1 d. For the purposes of this subsection, unless the context 2 requires: 3 (1) “Evidence-based program” means a program that is based 4 on scientific evidence demonstrating that the program model 5 is effective. An evidence-based program shall be reviewed 6 onsite and compared to program model standards by the model 7 developer or the developer’s designee at least every five years 8 to ensure that the program continues to maintain fidelity 9 with the program model. The program model shall have had 10 demonstrated significant and sustained positive outcomes in an 11 evaluation utilizing a well-designed and rigorous randomized 12 controlled research design or a quasi-experimental research 13 design, and the evaluation results shall have been published in 14 a peer-reviewed journal. 15 (2) “Family support programs” includes group-based parent 16 education or home visiting programs that are designed to 17 strengthen protective factors, including parenting skills, 18 increasing parental knowledge of child development, and 19 increasing family functioning and problem solving skills. A 20 family support program may be used as an early intervention 21 strategy to improve birth outcomes, parental knowledge, family 22 economic success, the home learning environment, family and 23 child involvement with others, and coordination with other 24 community resources. A family support program may have a 25 specific focus on preventing child maltreatment or ensuring 26 children are safe, healthy, and ready to succeed in school. 27 (3) “Promising program” means a program that meets all of 28 the following requirements: 29 (a) The program conforms to a clear, consistent family 30 support model that has been in existence for at least three 31 years. 32 (b) The program is grounded in relevant empirically-based 33 knowledge. 34 (c) The program is linked to program-determined outcomes. 35 -11- LSB 5117SV (3) 84 kh/tm 11/ 37
S.F. 2321 (d) The program is associated with a national or state 1 organization that either has comprehensive program standards 2 that ensure high-quality service delivery and continuous 3 program quality improvement or the program model has 4 demonstrated through the program’s benchmark outcomes that the 5 program has achieved significant positive outcomes equivalent 6 to those achieved by program models with published significant 7 and sustained results in a peer-reviewed journal. 8 (e) The program has been awarded the Iowa family support 9 credential and has been reviewed onsite at least every five 10 years to ensure the program’s adherence to the Iowa family 11 support standards approved by the early childhood Iowa 12 state board created in section 256I.3 or a comparable set of 13 standards. The onsite review is completed by an independent 14 review team that is not associated with the program or the 15 organization administering the program. 16 e. (1) The data reporting requirements adopted by the early 17 childhood Iowa state board pursuant to section 256I.4 for the 18 family support programs targeted to families expecting a child 19 or with newborn and infant children through age five and funded 20 through the board shall require the programs to participate 21 in a state administered internet-based data collection system 22 by July 1, 2013. The data reporting requirements shall be 23 developed in a manner to provide for compatibility with local 24 data collection systems. The state board’s annual report 25 submitted each January to the governor and general assembly 26 under section 256I.4 shall include family support program 27 outcomes beginning with the January 2015 report. 28 (2) The data on families served that is collected by the 29 family support programs funded through the early childhood 30 Iowa initiative shall include but is not limited to basic 31 demographic information, services received, funding utilized, 32 and program outcomes for the children and families served. The 33 state board shall adopt performance benchmarks for the family 34 support programs and shall revise the Iowa family support 35 -12- LSB 5117SV (3) 84 kh/tm 12/ 37

The board may provide noncommercial production or 11 reproduction services for other public agencies, nonprofit 12 corporations or associations organized under state law, or 13 other nonprofit organizations, and may collect the costs of 14 providing the services from the public agency, corporation, 15 association, or organization, plus a separate equipment usage 16 fee in an amount determined by the board and based upon the 17 equipment used. The costs shall be deposited to the credit of 18 the board. The separate equipment usage fee shall be deposited 19 in the capital equipment replacement revolving fund. 20 2. The board may establish a capital equipment replacement 21 revolving fund into which shall be deposited equipment usage 22 fees collected under subsection 1 and funds from other sources 23 designated for deposit in the A capital equipment replacement 24 revolving fund is created in the state treasury. The revolving 25 fund shall be administered by the board and shall consist 26 of moneys collected by the division as fees and any other 27 moneys obtained or accepted by the division for deposit in the 28 revolving fund . 29 2. The board may expend moneys from the capital equipment 30 replacement revolving fund to update facilities and purchase 31 technical equipment for operating the educational radio and 32 television facility its operations . 33 3. Notwithstanding section 12C.7, subsection 2, interest 34 or earnings on moneys in the revolving fund shall be credited 35 -24- LSB 5117SV (3) 84 kh/tm 24/ 37
S.F. 2321 to the revolving fund. Notwithstanding section 8.33, moneys 1 in the revolving fund that remain unencumbered or unobligated 2 at the close of the fiscal year shall not revert to any other 3 fund but shall remain available in the revolving fund for the 4 purposes designated. 5 Sec. 11. Section 261.25, subsection 1, Code Supplement 6 2011, is amended to read as follows: 7 1. There is appropriated from the general fund of the state 8 to the commission for each fiscal year the sum of forty-three 9 forty-six million five hundred thirteen thousand four hundred 10 forty-eight dollars for tuition grants. 11 Sec. 12. Section 284.13, subsection 1, paragraphs a, b, c, 12 and d, Code Supplement 2011, are amended to read as follows: 13 a. For the fiscal year beginning July 1, 2011 2012 , and 14 ending June 30, 2012 2013 , to the department of education, the 15 amount of six five hundred eighty-five thousand dollars for the 16 issuance of national board certification awards in accordance 17 with section 256.44 . Of the amount allocated under this 18 paragraph, not less than eighty-five thousand dollars shall 19 be used to administer the ambassador to education position in 20 accordance with section 256.45 . 21 b. For the fiscal year beginning July 1, 2011 2012 , and 22 ending June 30, 2012 2013 , an amount up to two million three 23 four hundred ninety-five thousand one hundred fifty-seven 24 dollars for first-year and second-year beginning teachers, 25 to the department of education for distribution to school 26 districts and area education agencies for purposes of the 27 beginning teacher mentoring and induction programs. A school 28 district or area education agency shall receive one thousand 29 three hundred dollars per beginning teacher participating 30 in the program. If the funds appropriated for the program 31 are insufficient to pay mentors, school districts, and 32 area education agencies as provided in this paragraph, the 33 department shall prorate the amount distributed to school 34 districts and area education agencies based upon the amount 35 -25- LSB 5117SV (3) 84 kh/tm 25/ 37

Moneys received by a school district or 1 area education agency pursuant to this paragraph shall be 2 expended to provide each mentor with an award of five hundred 3 dollars per semester, at a minimum, for participation in 4 the school district’s or area education agency’s beginning 5 teacher mentoring and induction program; to implement the 6 plan; and to pay any applicable costs of the employer’s share 7 of contributions to federal social security and the Iowa 8 public employees’ retirement system or a pension and annuity 9 retirement system established under chapter 294 , for such 10 amounts paid by the district or area education agency. 11 c. For the fiscal year beginning July 1, 2011 2012 , 12 and ending June 30, 2012 2013 , up to six hundred thousand 13 dollars to the department for purposes of implementing the 14 professional development program requirements of section 284.6 , 15 assistance in developing model evidence for teacher quality 16 committees established pursuant to section 284.4, subsection 17 1 , paragraph “c” , and the evaluator training program in section 18 284.10 . A portion of the funds allocated to the department for 19 purposes of this paragraph may be used by the department for 20 administrative purposes and for not more than four full-time 21 equivalent positions. 22 d. For the fiscal year beginning July 1, 2011 2012 , and 23 ending June 30, 2012 2013 , an amount up to one million one 24 six hundred four ten thousand eight one hundred forty-three 25 fifty-seven dollars to the department for the establishment 26 of teacher development academies in accordance with section 27 284.6, subsection 10 . A portion of the funds allocated to 28 the department for purposes of this paragraph may be used for 29 administrative purposes. 30 Sec. 13. REPEAL. 2011 Iowa Acts, chapter 132, section 99, 31 is repealed. 32 Sec. 14. EFFECTIVE UPON ENACTMENT. The section of this 33 division of this Act amending 2011 Iowa Acts, chapter 132, 34 section 7, subsection 1, paragraph a, being deemed of immediate 35 -26- LSB 5117SV (3) 84 kh/tm 26/ 37
S.F. 2321 importance, takes effect upon enactment. 1 DIVISION II 2 WORKER TRAINING PROGRAMS IN COMMUNITY COLLEGES 3 Sec. 15. Section 84A.6, Code Supplement 2011, is amended by 4 adding the following new subsection: 5 NEW SUBSECTION . 4. The department of workforce 6 development, in consultation with the college student aid 7 commission, shall issue a quarterly report identifying 8 industries in which the department finds a shortage of skilled 9 workers in this state for the purposes of the skilled workforce 10 shortage tuition grant program established in section 261.130. 11 Sec. 16. Section 260C.18A, subsection 1, Code Supplement 12 2011, is amended by adding the following new paragraph: 13 NEW PARAGRAPH . c. There is appropriated from the general 14 fund of the state to the workforce training and economic 15 development funds, the following amounts: 16 (1) For the fiscal year beginning July 1, 2012, and ending 17 June 30, 2013, the sum of twelve million dollars. 18 (2) For the fiscal year beginning July 1, 2013, and ending 19 June 30, 2014, the sum of twelve million dollars. 20 (3) For the fiscal year beginning July 1, 2014, and ending 21 June 30, 2015, the sum of twelve million dollars. 22 Sec. 17. Section 260C.18A, subsection 2, Code Supplement 23 2011, is amended by adding the following new paragraph: 24 NEW PARAGRAPH . j. Development and implementation of 25 the national career readiness certificate and the skills 26 certification system endorsed by the national association of 27 manufacturers. 28 Sec. 18. Section 260I.2, Code Supplement 2011, is amended 29 to read as follows: 30 260I.2 Gap tuition assistance program —— fund —— 31 appropriation . 32 1. A gap tuition assistance program is established to 33 provide funding to community colleges for need-based tuition 34 assistance to applicants to enable completion of continuing 35 -27- LSB 5117SV (3) 84 kh/tm 27/ 37
S.F. 2321 education certificate training programs for in-demand 1 occupations. 2 2. a. There is established for the community colleges 3 a gap tuition assistance fund in the state treasury to be 4 administered by the department of education. The funds in the 5 gap tuition assistance fund are appropriated to the department 6 of education for the gap tuition assistance program. 7 b. There is appropriated from the general fund of the state 8 to the gap tuition assistance fund, the following amounts: 9 (1) For the fiscal year beginning July 1, 2012, and ending 10 June 30, 2013, the sum of two million dollars. 11 (2) For the fiscal year beginning July 1, 2013, and ending 12 June 30, 2014, the sum of two million dollars. 13 (3) For the fiscal year beginning July 1, 2014, and ending 14 June 30, 2015, the sum of two million dollars. 15 c. The aggregate total of grants awarded from the gap 16 tuition assistance fund during a fiscal year shall not be more 17 than two million dollars. 18 d. Moneys in the fund shall be allocated pursuant to the 19 formula established in section 260C.18C. Notwithstanding 20 section 8.33, moneys in the fund at the close of the fiscal 21 year shall not revert to the general fund of the state but 22 shall remain available for expenditure for the purpose 23 designated for subsequent fiscal years. Notwithstanding 24 section 12C.7, subsection 2, interest or earnings on moneys in 25 the fund shall be credited to the fund. 26 Sec. 19. Section 260I.7, Code Supplement 2011, is amended 27 to read as follows: 28 260I.7 Initial assessment. 29 An applicant for tuition assistance under this chapter shall 30 complete an initial assessment administered by the community 31 college receiving the application to determine the applicant’s 32 readiness to complete an eligible certificate program. The 33 assessment shall include assessments for completion of a 34 national career readiness certificate, including the areas of 35 -28- LSB 5117SV (3) 84 kh/tm 28/ 37
S.F. 2321 reading for information, applied mathematics, and locating 1 information. An applicant must achieve a bronze-level 2 certificate or the minimum score required for an eligible 3 certificate program, whichever is higher, in order to be 4 approved for tuition assistance. An applicant shall complete 5 any additional assessments and occupational research required 6 by an eligible certificate program. 7 Sec. 20. NEW SECTION . 261.130 Skilled workforce shortage 8 tuition grant program —— appropriation. 9 1. A skilled workforce shortage tuition grant may be awarded 10 to any resident of Iowa who is admitted and in attendance 11 as a full-time or part-time student in a career-technical 12 or career option program to pursue an associate’s degree or 13 other training at a community college in the state, and who 14 establishes financial need. 15 2. Skilled workforce shortage tuition grants shall be 16 awarded only to students pursuing a career-technical or career 17 option program in an industry identified as having a shortage 18 of skilled workers by a community college after conducting a 19 regional skills gap analysis or by the department of workforce 20 development in the department’s most recent quarterly report 21 pursuant to section 84A.6, subsection 4. 22 3. The amount of a skilled workforce shortage tuition grant 23 shall not exceed the lesser of one-half of a student’s tuition 24 and fees for an approved career-technical or career option 25 program or the amount of the student’s established financial 26 need. 27 4. All classes identified by the community college 28 as required for completion of the student’s approved 29 career-technical or career option program shall be considered a 30 part of the student’s career-technical or career option program 31 for the purpose of determining the student’s eligibility for a 32 grant. Notwithstanding subsection 5, if a student is making 33 satisfactory academic progress but the student cannot complete 34 a career-technical or career option program in the time frame 35 -29- LSB 5117SV (3) 84 kh/tm 29/ 37
S.F. 2321 allowed for a student to receive a skilled workforce shortage 1 tuition grant as provided in subsection 5 because additional 2 classes are required to complete the program, the student may 3 continue to receive a skilled workforce shortage tuition grant 4 for not more than one additional enrollment period. 5 5. a. A qualified full-time student may receive skilled 6 workforce shortage tuition grants for not more than four 7 semesters or the trimester or quarter equivalent of two full 8 years of study. A qualified part-time student enrolled in a 9 course of study including at least three semester hours but 10 fewer than twelve semester hours or the trimester or quarter 11 equivalent may receive skilled workforce shortage tuition 12 grants for not more than eight semesters or the trimester or 13 quarter equivalent of two full years of full-time study. 14 b. However, if a student resumes study after at least a 15 two-year absence, the student may again be eligible for the 16 specified amount of time, except that the student shall not 17 receive assistance for courses for which credit was previously 18 received. 19 6. A skilled workforce shortage tuition grant shall be 20 awarded on an annual basis, requiring reapplication by the 21 student for each year. Payments under the grant shall be 22 allocated equally among the semesters or quarters of the year 23 upon certification by the community college that the student 24 is in full-time or part-time attendance in a career-technical 25 or career option program consistent with the requirements of 26 this section. If the student discontinues attendance before 27 the end of any term after receiving payment of the grant, the 28 entire amount of any refund due that student, up to the amount 29 of any payments made under the annual grant, shall be paid by 30 the community college to the state. 31 7. If a student receives financial aid under any other 32 program, the full amount of that financial aid shall be 33 considered part of the student’s financial resources available 34 in determining the amount of the student’s financial need for 35 -30- LSB 5117SV (3) 84 kh/tm 30/ 37
S.F. 2321 that period. 1 8. The commission shall administer this program and shall: 2 a. Provide application forms for distribution to students by 3 Iowa high schools and community colleges. 4 b. Adopt rules for approving career-technical or career 5 option programs in industries identified by the department of 6 workforce development pursuant to section 84A.6, subsection 4; 7 determining financial need; defining residence for the purposes 8 of this section; processing and approving applications for 9 grants; and determining priority for grants. 10 c. Approve and award grants on an annual basis. 11 d. Make an annual report to the governor and general 12 assembly. The report shall include the number of students 13 receiving assistance and the industries identified by 14 the community colleges and by the department of workforce 15 development pursuant to section 84A.6, subsection 4, for which 16 students were admitted to a career-technical or career option 17 program. 18 9. Each applicant, in accordance with the rules established 19 by the commission, shall: 20 a. Complete and file an application for a skilled workforce 21 shortage tuition grant. 22 b. Be responsible for the submission of the financial 23 information required for evaluation of the applicant’s need for 24 a grant, on forms determined by the commission. 25 c. Report promptly to the commission any information 26 requested. 27 d. Submit a new application for reevaluation of the 28 applicant’s eligibility to receive a second-year renewal of the 29 grant. 30 10. a. There is appropriated from the general fund of the 31 state to the commission for the skilled workforce shortage 32 tuition grant program, the following amounts: 33 (1) For the fiscal year beginning July 1, 2012, and ending 34 June 30, 2013, the sum of six million dollars. 35 -31- LSB 5117SV (3) 84 kh/tm 31/ 37
S.F. 2321 (2) For the fiscal year beginning July 1, 2013, and ending 1 June 30, 2014, the sum of six million dollars. 2 (3) For the fiscal year beginning July 1, 2014, and ending 3 June 30, 2015, the sum of six million dollars. 4 b. Notwithstanding section 8.33, moneys appropriated in this 5 subsection that remain unencumbered or unobligated at the close 6 of the fiscal year shall not revert but shall remain available 7 for expenditure for the purposes designated until the close of 8 the fiscal year that begins July 1, 2014. 9 EXPLANATION 10 This bill relates to moneys appropriated for fiscal year 11 2012-2013 from the general fund of the state to the college 12 student aid commission, the department for the blind, the 13 department of education, and the state board of regents and its 14 institutions in 2011 Iowa Acts, chapter 132 (HF 645). The bill 15 is organized into divisions. 16 FY 2012-2013 EDUCATION APPROPRIATIONS. The bill relates to 17 moneys appropriated to the department for the blind for its 18 administration and for costs associated with universal access 19 to audio information over the phone on demand. 20 The bill relates to appropriations to the college student 21 aid commission for general administrative purposes, student 22 aid programs, loan repayment for health care professionals, 23 the national guard educational assistance program, the teacher 24 shortage loan forgiveness program, the all Iowa opportunity 25 foster care grant and scholarship programs, the registered 26 nurse loan and nurse educator forgiveness program, and the 27 barber and cosmetology arts and sciences tuition grant program. 28 The bill directs the commission to submit in a report to the 29 general assembly by January 1, 2013, proposals for a website to 30 disseminate internship opportunities. 31 The bill increases the standing appropriation for Iowa 32 tuition grants for students attending nonprofit institutions. 33 The bill increases the appropriation for the work-study 34 program from zero in 2011 Iowa Acts, chapter 132, to $250,000, 35 -32- LSB 5117SV (3) 84 kh/tm 32/ 37
S.F. 2321 though the amount is still less than the amount that would have 1 been provided had the standing appropriation not been reduced 2 by the bill. 3 The bill relates to moneys appropriated to the department 4 of education for purposes of the midwestern higher education 5 compact, and the department’s general administration, 6 vocational education administration, division of vocational 7 rehabilitation services including independent living and 8 the entrepreneurs with disabilities program and independent 9 living centers, state library for general administration and 10 the enrich Iowa program, library service area system, public 11 broadcasting division, vocational education to secondary 12 schools, school food service, early childhood Iowa fund, 13 expansion of the federal Individuals with Disabilities 14 Education Improvement Act birth through age three services, 15 textbooks for nonpublic school pupils, the core curriculum and 16 career information and decision-making system, the student 17 achievement and teacher quality program, jobs for America’s 18 graduates, and community colleges. The bill adds a new line 19 item for purposes of education reform, and eliminates funding 20 for regional telecommunications councils. 21 For purposes of optimizing the job placement of individuals 22 with disabilities, the bill directs the vocational 23 rehabilitation services division to refer a minimum of 47.5 24 percent of the division case service and personnel expenditures 25 to community rehabilitation program providers in order to help 26 individuals with disabilities to acquire and retain jobs. The 27 majority of the referrals to community rehabilitation program 28 providers shall be for job placement and retention services 29 to enable the division to leverage networks that community 30 rehabilitation program providers have with local employers 31 and to utilize community rehabilitation program providers’ 32 expertise in helping individuals with significant disabilities 33 and most significant disabilities to acquire and retain jobs. 34 The bill specifies legislative intent for the phase-in of 35 -33- LSB 5117SV (3) 84 kh/tm 33/ 37
S.F. 2321 funding priorities for the home visitation program; expands 1 data reporting requirements relating to family support 2 programs; and requires the early childhood Iowa state board 3 to identify minimum competency standards, adopt criminal 4 and child abuse record check requirements for employees and 5 supervisors of family support programs, and to develop a plan 6 to implement a coordinated intake and referral process for 7 publicly funded family support programs statewide. The bill 8 includes statutory language permitting the administrator of a 9 family support program receiving public funds to have access to 10 child abuse information if the data relates to a record check 11 of an employee working directly with families. 12 The bill relates to moneys appropriated to the state 13 board of regents for the board office, universities’ general 14 operating budgets; the southwest Iowa graduate studies center; 15 the siouxland interstate metropolitan planning council; the 16 quad-cities graduate studies center; Iowa public radio; the 17 state university of Iowa; Iowa state university of science 18 and technology; the university of northern Iowa; and for the 19 Iowa school for the deaf and the Iowa braille and sight saving 20 school, including tuition and transportation costs for students 21 residing in the schools and licensed classroom teachers. The 22 bill adds a new line item for purposes of priorities identified 23 by the board. The bill also permits the board to redistribute 24 moneys appropriated for purposes of the graduate studies 25 centers among the graduate studies centers in fiscal years 26 2011-2012 and 2012-2013. The provision authorizing fiscal year 27 2011-2012 transfers takes effect upon enactment. 28 WORKER TRAINING PROGRAMS IN COMMUNITY COLLEGES. The bill 29 establishes a skilled workforce shortage tuition grant program 30 to be administered by the college student aid commission. 31 A skilled workforce shortage tuition grant may be awarded 32 by the commission to an Iowa resident who is admitted and 33 in attendance as a full-time or part-time student in a 34 vocational-technical or career option program to pursue an 35 -34- LSB 5117SV (3) 84 kh/tm 34/ 37

Grants are 2 limited to students pursuing a vocational-technical or career 3 option program in an industry identified as having a shortage 4 of skilled workers by a community college after conducting a 5 regional skills gap analysis or by the department of workforce 6 development. The bill directs the department, in consultation 7 with the college student aid commission, to issue a quarterly 8 report identifying industries in which the department finds 9 a shortage of skilled workers in this state for the purposes 10 of the program. A grant is not to exceed the lesser of 11 one-half of a student’s tuition and fees for an approved 12 vocational-technical or career option program or the amount of 13 the student’s established financial need. 14 The bill strikes a Code provision that requires that 15 applicants achieve a bronze level certificate or the minimum 16 score requires for an eligible certificate program, whichever 17 is higher, in order to be approved for financial assistance. 18 The bill provides that all classes identified by a community 19 college as required for completion of the student’s program are 20 considered a part of the student’s program for the purpose of 21 determining the student’s eligibility for a skilled workforce 22 shortage tuition grant. The bill allows a student to continue 23 to receive a grant for one additional enrollment period if 24 additional classes are required to complete the program. 25 The bill provides that a qualified full-time student can 26 receive skilled workforce shortage tuition grants for up to 27 four semesters or the trimester or quarter equivalent of two 28 full years of study. A qualified part-time student can receive 29 grants for not more than eight semesters or the trimester or 30 quarter equivalent of two full years of full-time study. The bill provides that each applicant 23 for a grant must complete and file an application, submit 24 information for the determination of financial need, report 25 promptly to the commission any information requested, and 26 submit a new application for reevaluation of the applicant’s 27 eligibility to receive a second-year renewal of the grant. 28 The bill appropriates $18 million from the general fund to 29 the college student aid commission for the skilled workforce 30 shortage tuition grant program for each fiscal year until 31 the close of the fiscal year that begins July 1, 2016. 32 Moneys appropriated by the bill that remain unencumbered or 33 unobligated at the close of the fiscal year do not revert to 34 the general fund but remain available for expenditure for the 35 -36- LSB 5117SV (3) 84 kh/tm 36/ 37
S.F. 2321 purposes designated by the bill until the close of the fiscal 1 year that begins July 1, 2016. 2 The bill establishes a gap tuition assistance fund in the 3 state treasury for the community colleges. The fund is to be 4 administered by the department of education. Moneys in the 5 fund shall be allocated pursuant to the formula established 6 in Code section 260C.18C. The bill appropriates $2 million 7 from the general fund to the gap tuition assistance fund to 8 implement the gap tuition assistance program for each fiscal 9 year until the close of the fiscal year that begins July 1, 10 2016.
