Section
1.
NEW
SECTION
.
256.34
Creating
outstanding
1
instructional
leaders
pilot
program.
2
1.
For
each
fiscal
year
of
the
fiscal
period
beginning
July
3
1,
2012,
and
ending
June
30,
2015,
there
is
appropriated
from
4
the
general
fund
of
the
state
to
the
department
the
sum
of
two
5
million
five
hundred
thousand
dollars
to
establish
the
creating
6
outstanding
instructional
leaders
pilot
program
to
promote
7
excellence
in
the
teaching
profession.
The
department
shall
8
distribute
the
funds
in
the
following
manner
each
fiscal
year:
9
a.
The
thirty
school
districts
in
the
state
with
the
highest
10
student
population
shall
receive
sufficient
funds
to
provide
11
for
three
peer
coaching
stipends
in
accordance
with
this
12
section.
13
b.
The
seventy
school
districts
in
the
state
with
the
14
thirty-first
through
one
hundredth
highest
student
population
15
shall
receive
sufficient
funds
to
provide
for
two
peer
coaching
16
stipends
in
accordance
with
this
section.
17
c.
The
remaining
funds
shall
be
allocated
to
the
area
18
education
agencies
in
proportion
to
the
number
of
students
19
in
the
school
districts
in
the
area
education
agencies
which
20
did
not
receive
funds
pursuant
to
paragraph
“a”
or
“b”
.
The
21
funds
shall
be
used
to
provide
for
peer
coaching
stipends
in
22
accordance
with
this
section
for
such
school
districts.
The
23
area
education
agencies
shall
establish
an
application
process
24
for
such
districts
seeking
funds
for
peer
coaching
stipends.
25
2.
A
school
district
receiving
funds
shall
use
such
funds
26
to
establish
yearly
peer
coaching
stipends
for
teachers
in
the
27
amount
of
eight
thousand
dollars.
A
school
district
shall
use
28
the
funds
in
the
school
year
in
which
they
are
received
and
29
shall
only
use
the
funds
for
the
purposes
provided
in
this
30
section.
A
teacher
may
volunteer
for
the
program
by
submitting
31
the
teacher’s
name
to
a
teacher
quality
committee
created
32
pursuant
to
section
284.4,
subsection
1,
paragraph
“c”
.
The
33
teacher
quality
committee
shall
select
teachers
to
be
awarded
34
stipends
from
among
such
volunteers.
The
board
of
directors

charge
of
a
school
district
shall
award
a
stipend
to
a
teacher

selected
by
the
teacher
quality
committee.

A
teacher
receiving
a
peer
coaching
stipend
shall,
in

lieu
of
the
teacher’s
daily
noninstructional
student
activities
4
during
the
school
day,
engage
in
peer
coaching
in
accordance
5
with
this
section.
A
teacher
receiving
a
peer
coaching
stipend
6
shall
engage
in
peer
coaching
for
at
least
five
hours
per
7
week.
The
board
of
directors
in
charge
of
a
school
district
8
shall
assign
peer
coaches
to
teachers
in
need
of
additional
9
guidance
in
one
or
more
aspects
of
the
teaching
profession.
10
Assignments
shall
be
based
on
either
a
request
from
a
principal
11
or
from
an
individual
teacher
upon
approval
of
a
principal.
12
A
peer
coach
shall
still
be
responsible
for
completing
daily
13
noninstructional
student
activities
outside
of
the
school
day.

4.
Peer
coaching
shall
include
detailed
preliminary
15
discussions
as
to
areas
in
which
the
teacher
being
coached
16
desires
to
improve;
formulation
of
an
action
plan
to
bring
17
about
such
improvement;
in-class
supervision
by
the
peer
coach;
18
postclass
discussion
of
strengths,
weaknesses,
and
strategies
19
for
improvement;
dialogue
between
the
peer
coach
and
students
20
and
school
officials
regarding
the
teacher
being
coached;
21
and
documentation
of
progress
of
the
peer
coaching.
A
peer
22
coach
shall
coordinate
peer
coaching
activities
relating
to
23
training
and
professional
development
with
an
area
education
24
agency
where
appropriate.
The
area
education
agency
shall
25
provide
expertise
for
the
purposes
of
the
creating
outstanding
26
instructional
leaders
pilot
program
as
needed.

5.
a.
Each
school
with
a
peer
coach
shall
establish
28
evaluation
criteria
for
determining
the
success
of
the
29
creating
outstanding
instructional
leaders
pilot
program
and
of
30
individual
peer
coaches.
Evaluation
criteria
shall
include
but
31
shall
not
be
limited
to
at
least
one
of
the
following:

(1)
Enhanced
academic
performance.

(2)
Planning
and
preparation.

(3)
Meeting
the
needs
of
all
students
in
assessment
and

instruction.

Communication
skills
with
students,
parents,
and
the

community.

(5)
Classroom
management.

(6)
Specific
professional
development,
as
recommended
by
a

a
teacher.

Each
school
shall
report
its
evaluation
of
the
program
7
and
of
individual
peer
coaches
to
the
department
of
education.

The
department
shall
submit
to
the
general
assembly
9
by
January
1,
annually,
a
report
on
the
creating
outstanding
10
instructional
leaders
pilot
program.
The
report
shall
include
11
the
number
of
peer
coaching
stipends
awarded
and
to
which
12
school
districts,
identifiable
outcomes
of
the
program,
and
13
other
pertinent
information.

7.
This
section
is
repealed
June
30,
2015.

Sec.
2.
IMPLEMENTATION
OF
ACT.
The
appropriation
made
16
in
this
Act
is
intended
to
cover
the
costs
of
any
state
17
mandate
included
in
this
Act
and
this
specification
of
state
18
funding
shall
be
deemed
to
meet
all
the
state
funding-related
19
requirements
of
section
25B.2,
subsection
3,
and
no
additional
20
state
funding
shall
be
necessary
for
the
full
implementation
of
21
this
Act
by,
and
enforcement
of
this
Act
against,
all
affected
22
political
subdivisions.
23
EXPLANATION
24
This
bill
establishes
the
creating
outstanding
instructional
25
leaders
(COIL)
pilot
program
to
promote
excellence
in
the
26
teaching
profession.
The
bill
appropriates
annually
for
the
27
2012-2013,
2013-2014,
and
2014-2015
fiscal
years,
$2,500,000
28
from
the
general
fund
of
the
state
to
the
department
of
29
education
to
establish
the
program.
The
bill
requires
a
school
30
district
receiving
funds
under
the
bill
to
use
the
funds
to
31
establish
yearly
peer
coaching
stipends
for
teachers
in
the
32
amount
of
$8,000.
The
bill
provides
that
a
school
district
33
receiving
funds
under
the
bill
must
use
the
funds
in
the
school
34
year
in
which
they
are
received
and
must
only
use
the
funds
for
35

the
purposes
provided
in
the
bill.
Stipends
are
to
be
awarded
1
by
the
board
of
directors
in
charge
of
a
school
district
and
2
can
only
be
awarded
to
teachers
who
volunteer
for
the
program

and
are
selected
by
a
teacher
quality
committee.

The
bill
requires
the
department
of
education
to
distribute
5
the
funds
appropriated
in
the
bill
in
a
certain
manner.
The

bill
provides
that
the
30
school
districts
in
the
state
with
7
the
highest
student
population
shall
receive
sufficient
funds
8
to
provide
for
three
peer
coaching
stipends
in
accordance
with
9
the
bill.
The
bill
provides
that
the
70
school
districts
10
in
the
state
with
the
31st
through
100th
highest
student
11
population
shall
receive
sufficient
funds
to
provide
for
two
12
peer
coaching
stipends
in
accordance
with
the
bill.
The
13
bill
provides
that
the
remaining
funds
shall
be
allocated
to
14
the
area
education
agencies
in
proportion
to
the
number
of
15
students
in
school
districts
which
did
not
otherwise
receive
16
funds
pursuant
to
the
bill.
The
funds
shall
be
used
to
provide
17
for
peer
coaching
stipends
in
accordance
with
the
bill
for
18
such
school
districts.
The
bill
requires
the
area
education
19
agencies
to
establish
an
application
process
for
such
districts
20
seeking
funds
for
peer
coaching
stipends.

The
bill
provides
that
a
teacher
receiving
a
peer
coaching
22
stipend
shall,
in
lieu
of
the
teacher’s

bill

criteria
at
least
one
of
which
must
be

included
in
an
evaluation.
The
bill
provides
that
each
school

shall
report
its
evaluation
of
the
program
and
individual
peer
19
coaches
to
the
department
of
education.

The
bill
also
directs
the
department
to
submit
to
the
21
general
assembly
by
January
1,
annually,
a
report
on
the
COIL
22
pilot
program,
which
shall
include
the
number
of
peer
coaching
23
stipends
awarded
and
to
which
school
districts,
identifiable
24
outcomes
of
the
program,
and
other
pertinent
information.
25
The
COIL
pilot
program
is
repealed
June
30,
2015.
26
The
bill
may
include
a
state
mandate
as
defined
in
Code
27
section
25B.3.
The
bill
provides
that
the
appropriation
made
28
in
the
bill
is
intended
to
cover
the
costs
of
any
state
mandate
29
included
in
the
bill.
The
inclusion
of
this
specification
30
of
state
funding
is
intended
to
reinstate
the
requirement
31
of
political
subdivisions
to
comply
with
any
state
mandates

included
in
the
bill.
