1.
CREATIVITY
AND
INNOVATION
TASK
FORCE.
1
1.
ESTABLISHMENT
AND
PURPOSE.

a.
A
creativity
and
innovation
task
force
is
established.
3
The
task
force
shall
be
initially
convened
by
July
1,
2011,
4
with
staffing
and
administrative
support
provided
by
the
5
legislative
services
agency.
6
b.
The
task
force
shall
be
convened
for
the
following
7
purposes:
8
(1)
To
foster
the
creation
of
new
businesses
in
the
state
9
and
to
increase
the
creation
of
jobs.
10
(2)
To
encourage
and
reward
creativity,
invention,
and
11
innovation
by
Iowa
residents.
12
2.
MEMBERSHIP.
13
a.
The
task
force
shall
consist
of
the
following
members:
14
(1)
One
member
selected
by
the
Iowa
small
business
15
development
center.
16
(2)
One
member
selected
by
the
Iowa
association
of
community
17
college
trustees.
18
(3)
One
member
selected
by
the
John
Pappajohn
19
entrepreneurial
center
at
the
university
of
Iowa.
20
(4)
Two
members
selected
by
the
Iowa
bankers
association
21
representing
community
bankers.
22
(5)
Two
members
selected
by
the
national
federation
of
23
independent
business.
24
(6)
Two
members
selected
by
the
Iowa
association
of
business
25
and
industry.

(7)
Two
members
selected
by
the
professional
developers
of
27
Iowa.

b.
The
members
shall
be
appointed
in
compliance
with
the
29
requirements
of
sections
69.16,
69.16A,
and
69.19,
and
shall
30
serve
for
the
duration
of
the
task
force.
31
c.
The
members
of
the
task
force
are
entitled
to
receive
32
reimbursement
for
actual
expenses
incurred
while
engaged
in
the
33
performance
of
official
duties.

d.
The
task
force
shall
elect
a
chairperson
and
the
35

recommendations
of
the
task
force
shall
be
approved
by
1
a
majority
of
the
members.
A
majority
of
the
task
force
2
constitutes
a
quorum
and
an
affirmative
vote
of
the
majority

of
members
is
necessary
to
approve
the
recommendations
of
the
4
task
force.
A
vacancy
in
the
membership
does
not
impair
the
5
right
of
a
quorum
to
exercise
all
rights
and
perform
all
duties
6
of
the
task
force.

3.
DUTIES.
The
task
force
shall
do
all
of
the
following:

a.
Research
and
evaluate
methods
of
encouraging
and
9
rewarding
innovation
and
entrepreneurship.
10
b.
Create
a
forum
and
a
process
for
listening
to
and
11
addressing
the
concerns
of
inventors
and
entrepreneurs.
12
c.
Develop
ideas
for
identifying
innovations
that
have
the
13
potential
to
become
successful
new
businesses
in
the
state.
14
d.
Recommend
a
process
for
helping
inventors
and
innovators
15
commercialize
inventions
and
innovations.
16
e.
Identify
the
barriers
to
business
creation
and
expansion
17
and
the
hurdles
inhibiting
the
commercialization
of
research.

4.
REPORT.
The
task
force
shall
submit
a
written
report
19
containing
its
findings
and
recommendations
to
the
governor
20
and
the
general
assembly
by
January
1,
2012.
The
report
shall
21
include
a
plan
for
facilitating
the
development
of
programs
22
that
enhance
the
commercialization
of
research.
23
5.
DISSOLUTION.
The
task
force
shall
complete
its
duties
24
no
later
than
January
1,
2012,
but
may
complete
its
duties
and
25
dissolve
itself
prior
to
that
date.

EXPLANATION
27
This
bill
establishes
a
creativity
and
innovation
task
28
force.
The
task
force
must
be
convened
by
July
1,
2011.
29
The
task
force
is
to
be
convened
for
the
following
purposes:
30
(1)
to
foster
the
creation
of
new
businesses
in
the
state
and
31
to
increase
the
creation
of
jobs;
and
(2)
to
encourage
and
32
reward
creativity,
invention,
and
innovation
by
Iowa
residents.
33
The
task
force
consists
of
one
member
selected
by
the
Iowa
34
small
business
development
center,
one
member
selected
by
the
35

of

one

by
the

The
task
force
has
certain
duties
related
to
new
ideas
and
8
methods
for
fostering
job
creation
and
encouraging
creativity,
9
and
must
file
a
report
with
the
general
assembly
and
the
10
governor
by
January
1,
2012,
when
the
task
force
is
dissolved.
