subsection
2,
Code

2011,
is
amended
to
read
as
follows:

2.
The
grant
funds
shall
be
administered
by
the
department
3
of
human
services.
The
department
shall
adopt
rules
to
create
4
the
Iowa
disaster
aid
individual
assistance
grant
program.
The
5
rules
shall
specify
the
eligibility
of
applicants
and
eligible
6
items
for
grant
funding.
The
executive
council
shall
use
7
grant
funds
to
reimburse
the
department
of
human
services
for
8
its
actual
expenses
associated
with
the
administration
of
the
9
grants.
The
department
of
human
services
may
implement
an
10
ongoing
contract
with
a
provider
or
providers
of
a
statewide
11
program
with
local
offices
throughout
the
state
to
serve
as
the
12
local
administrative
entity
for
the
grant
program
so
that
the
13
program
can
be
implemented
with
minimal
delay
when
a
disaster
14
occurs
in
a
local
area.
The
rules
adopted
by
the
department
15
of
human
services
for
the
program
shall
include
but
are
not
16
limited
to
all
of
the
following:
17
a.
If
a
local
administrative
entity
is
under
contract
with
18
the
state
to
provide
other
services
or
is
implementing
a
state
19
or
federal
program
and
the
contract
contains
a
sufficient
20
surety
bond
or
other
adequate
financial
responsibility
21
provision,
the
department
shall
accept
the
existing
surety
22
bond
or
financial
responsibility
provision
in
lieu
of
applying
23
a
new
or
additional
surety
bond
or
financial
responsibility
24
requirement.

b.
If
the
president
of
the
United
States
has
declared
a
26
major
disaster
to
exist
in
this
state
and
federal
aid
is
made
27
available
to
provide
assistance
grants
to
individuals
similar
28
to
that
provided
by
the
Iowa
disaster
aid
individual
assistance
29
grant
program,
the
Iowa
program
shall
be
continued
in
a
manner
30
that
complements
and
augments
the
federal
aid
provisions.
31
c.
Authorization
for
the
local
administrative
entity
to
draw
32
grant
funding
to
pay
valid
claims
on
at
least
a
weekly
basis.
33
d.
If
the
local
administrative
entity
operates
another
34
program
and,
in
accordance
with
the
federal
office
of

management
and
budget
cost
principles
for
nonprofit
1
organizations,
receives
a
federally
approved
indirect
cost
2
rate
or
has
a
state-recognized
cost
plan,
the
administrative

entity’s
administrative
costs
for
the
grant
program
shall
4
be
paid
in
accordance
with
the
cost
rate
provisions
or
cost
5
plan,
as
applicable.
Otherwise,
the
administrative
entity’s
6
administrative
costs
shall
be
limited
to
ten
percent
of
the
7
amount
of
the
grant
funds
administered
by
the
entity.

e.
The
grant
program
shall
be
administered
in
a
manner
9
that
is
integrated
with
the
disaster
case
management
system
10
implemented
pursuant
to
section
29C.20B.

EXPLANATION
12
This
bill
relates
to
the
Iowa
disaster
aid
individual
13
assistance
grant
program
administered
by
the
department
of
14
human
services.
15
The
department
is
authorized
by
the
bill
to
implement
an
16
ongoing
contract
with
a
provider
or
providers
of
a
statewide
17
program
with
local
offices
throughout
the
state
to
serve
as
the
18
local
administrative
entity
for
the
grant
program
so
that
the
19
program
can
be
implemented
with
minimal
delay
when
a
disaster
20
occurs
in
a
local
area.
21
The
rules
adopted
by
the
department
of
human
services
22
are
required
by
the
bill
to
include
the
following:
require
23
acceptance
of
an
administrative
entity’s
existing
surety
24
bond
or
other
financial
responsibility
provisions
from
25
another
contract
with
the
state;
provide
for
adaptation
26
and
continuation
of
the
state
grant
program
if
federal
aid
27
provisions
are
implemented;
provide
for
the
administrative
28
entity
to
draw
grant
funding
on
at
least
a
weekly
basis;
29
provide
certain
methods
for
calculating
the
administrative
30
entity’s
administrative
costs;
and
require
the
grant
program
31
to
be
integrated
with
the
disaster
case
management
program
32
administered
by
the
homeland
security
and
emergency
management
33
division
under
Code
section
29C.20B.
