Renewable
energy
economic
1
development
plan.
2
The
authority,
in
consultation
with
the
utilities
board
of
3
the
utilities
division
of
the
department
of
commerce,
shall
4
create
a
renewable
energy
economic
development
plan
with
the
5
goal
of
achieving
the
production
of
one
hundred
percent
of
the
6
state’s
electrical
needs
from
natural
gas
or
alternative
and
7
renewable
energy
sources
by
2025.
The
plan
shall
include
or
8
address
a
cost
and
benefit
analysis,
the
potential
for
business
9
development
and
job
creation
and
incentives
to
encourage
that
10
development,
environmental
benefits,
greenhouse
gas
reductions,
11
and
transmission
infrastructure
improvements
anticipated
to
be
12
required
in
order
to
facilitate
the
plan.
A
preliminary
plan
13
shall
be
submitted
to
the
governor
and
the
general
assembly
14
by
January
1,
2013,
and
an
updated
plan
summarizing
progress
15
made
toward
attainment
of
the
goal
and
identifying
factors
16
or
issues,
if
any,
impacting
attainment
of
the
goal
shall
be
17
submitted
by
January
1
annually
thereafter.

EXPLANATION
19
This
bill
directs
the
economic
development
authority,
20
in
consultation
with
the
Iowa
utilities
board,
to
create
a
21
renewable
energy
economic
development
plan
for
achieving
the
22
production
of
100
percent
of
the
state’s
electrical
needs
23
from
natural
gas
or
alternative
and
renewable
energy
sources
24
by
2025.
The
bill
requires
the
plan
to
include
or
address
25
a
cost
and
benefit
analysis,
the
potential
for
business
26
development
and
job
creation
and
incentives
to
encourage
that
27
development,
environmental
benefits,
greenhouse
gas
reductions,
28
and
transmission
infrastructure
improvements
anticipated
to
be
29
required
in
order
to
facilitate
the
plan.
The
bill
provides
30
that
a

the
